To reauthorize and amend the Water Infrastructure Finance and Innovation Act of 2014.

Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Water Infrastructure

4

Finance and Innovation Reauthorization Act of 2017’’.

5

SEC. 2. INNOVATIVE FINANCING PILOT PROJECTS.

projects under this subtitle that are eligible under

section 5026(1) or, as appropriate, section 5026(8).

UIDANCE

.—The Secretary shall issue

guidance on information required to be included in

11

applications for projects requiring approval from the

12

Secretary under this subsection.’’.

(b) A

PPLICATIONS

.—Section 5024 of the Water In-

14

frastructure Finance and Innovation Act of 2014 (33

15

U.S.C. 3903) is amended—

16

(1) by amending subsection (a) to read as fol-

17

lows:

‘‘(a) I

ENERAL

.—To receive assistance under this

19

subtitle, an eligible entity shall submit to the Adminis-

20

trator, and the Secretary, if applicable, an application at

21

such time, in such manner, and containing such informa-

22

tion as the Administrator, and the Secretary, if applicable,

23

may require.’’; and

.—Section 5028 of the Water Infrastructure

Finance and Innovation Act of 2014 (33 U.S.C. 3907) is

amended—

(1) in subsection (a)—

(A) in paragraph (1)—

(i) by striking ‘‘Secretary or the Ad-

10

ministrator, as applicable.’’ and inserting

11

‘‘Administrator.’’; and

12

(ii) by striking ‘‘Secretary or the Ad-

13

ministrator, as applicable,’’ each place it

14

appears and inserting ‘‘Administrator’’;

15

(B) in paragraph (5)(A), by striking ‘‘the

16

Administrator has authority under paragraph

17

(2) or (3) of section 5023(b) and for which’’;

18

and

19

(C) by amending paragraph (6) to read as

20

follows:

PERATION AND MAINTENANCE PLAN

.—

The Administrator, and the Secretary, if applicable,

23

shall determine whether an applicant for assistance

24

under this subtitle has developed, and identified ade-
