 Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Higher Education Re-

form and Opportunity Act of 2017’’.

SEC. 101. ACCREDITATION REFORM.

.—Section 102(a) of the Higher Education Act of
5
1965 (20 U.S.C. 1002(a)) is amended—
6
(1) by redesignating paragraphs (5) and (6) as
7
paragraphs (6) and (7), respectively;
8
(2) in paragraph (1), in the matter preceding
9
subparagraph (A), by striking ‘‘Subject to para-
10
graphs (2) through (4)’’ and inserting ‘‘Subject to
11
paragraphs (2) through (5)’’;
12
(3) in paragraph (1)—
13
(A) by redesignating subparagraphs (B)
14
and (C) as subparagraphs (C) and (D), respec-
15
tively; and
16
(B) by inserting after subparagraph (A)
17
the following:

‘‘(B) if accredited by an authorized accred-
19
itation authority in a State that has an alter-
20
native accreditation agreement with the Sec-
21
retary, as described in paragraph (5)—
22
‘‘(i) an institution that provides post-
23
secondary education;

‘‘(ii) a postsecondary apprenticeship

program; or
2
‘‘(iii) a postsecondary education

course or program provided by an institu-
4
tion of postsecondary education, a non-
5
profit organization, or a for-profit organi-
6
zation or business;’’; and

(4) by inserting after paragraph (4), the fol-
8
lowing:

TATE ALTERNATIVE ACCREDITATION
.—

‘‘(A) I
N GENERAL
.—Notwithstanding any
11
other provision of law, a State may establish an
12
alternative accreditation system for the purpose
13
of establishing institutions that provide postsec-
14
ondary education and postsecondary education
15
courses or programs as eligible for funding
16
 under title IV if the State enters into an agree-
17
ment with the Secretary for the establishment
18
of the alternative accreditation system. Such in-
19
stitutions, courses, or programs may include—
20
‘‘(i) institutions that provide postsec-
21
ondary education;
22
‘‘(ii) postsecondary apprenticeship
23
programs;
