(a) I
N
G
ENERAL
.—Section 923(d) of title 18, United
5
States Code, is amended—
6
(1) in paragraph (1)—
7
(A) by striking ‘‘and’’ at the end of sub-
8
paragraph (F);
9
(B) by striking the period at the end of
10
subparagraph (G) and inserting ‘‘; and’’; and
11
(C) by adding at the end the following:
12
‘‘(H) in the case of an application to be licensed
13
as a dealer, the applicant has successfully completed
14
the course of study developed under paragraph (3).’’;
15
and
16
(2) by adding at the end the following:
17
‘‘(3) The Attorney General shall, directly or by con-
18
tract, develop (using best practices and science) a course
19
of study that—
20
‘‘(A) uses behavioral analysis training materials
21
to help applicants for a license to deal in firearms
22
identify suspicious behavior by potential firearms
23
purchasers; and
