my attention, through

petitioning process, and registrar

voter
records,
that
on January
26,
2018, you formally became a
member
of
the Democratic Party
as
your
Registered Party Affiliation,
after
you had previously changed your registration
from
Working Families Party
to
Unaffiliated. Chapter Ill,
Sec
. 4
c)
(1)
of
the Hartford City Charter specifically states:
With
the exception
of
the final three

of
the term
of
office, a
member
of
council
who
changes political party registration and thereby alters the party composition
of
council shall
be
deemed
to
have resigned. That means effective January
26,
2018, you were deemed
to
have resigned
your
Office
as
a
Member
of
the Court
of
Common Council. Therefore, my Office will take the necessary steps
to
make note
of
the fact
that
all
your
vot s
on matters
efor~
the
Council
or
its various Committees since January 26, 2018, were null and void. The fact
of
your
resignation will have
an
impact on your compensation and benefits
as
a
member
of
the
Council, following
your
resignation on January 26, 2018, and I would urge you
to
consult
with
Human Resources immediately on those matters. Additionally, I have been informed
that
on June
1,
2018, you filed the necessary paperwork
for
erasure
of
your
name from
the enrollment
list
as
a Democratic Elector. Chapter Ill,

Charter also states that, a vacancy in the council, from whatever cause arising, shall
be
filled by
majority
vote
of
the council
within
60 days following the vacancy, provided any vacancy shall
be
filled by
appointment
of
a person
of
the
same political party
as
the appointee's predecessor

In
accordance
with
Sec.
9-59
of
the Connecticut General Statutes,
the
effective date
of
your
transfer
to
being
an
Unaffiliated Voter
for
purposes
of
being considered
for
appointment to
any position
that
is
subject
to the
Minority
Representation Statute
{Sec.
9-167a
of
the Connecticut General Statues)
is
90 days
from
June
1,
2018.
 
What
is
not
clear
is
whether
our
Charter provision on filling vacancies will require your successor
to
be a member
of
the Working Families Party whose slate you were elected on
in
November 2015.
