To restore the Federal Communications Commission’s Open Internet Order and its net neutrality protections.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Save the Internet Act
4
of 2019’’.

SEC. 2. RESTORATION OF OPEN INTERNET ORDER.

(a) D
EFINITIONS
.—In this section—
2
(1) the term ‘‘Commission’’ means the Federal
3
Communications Commission; and
4
(2) the term ‘‘rule’’ has the meaning given the
5
term in section 804 of title 5, United States Code.

(b) R
EPEAL OF
R
ULE
.—The Declaratory Ruling, Re-
7
port and Order, and Order in the matter of restoring
8
internet freedom that was adopted by the Commission on
9
December 14, 2017 (FCC 17–166) shall have no force or
10
effect.

(c) P
ROHIBITION ON
R
EISSUED
R
ULE OR
N
EW

R
ULE
.—The Commission may not reissue the Declaratory
13
Ruling, Report and Order, and Order described in sub-
14
section (b) in substantially the same form, or issue a new
15
rule that is substantially the same as that Declaratory
16
Ruling, Report and Order, and Order, unless the reissued
17
or new rule is specifically authorized by a law enacted
18
after the date of enactment of this Act.

.—The following are restored as in effect on

January 19, 2017:

(1) The Report and Order on Remand, Declara-

tory Ruling, and Order in the matter of protecting
