I. INTRODUCTION
 On December 17, 2017, a news story was published alleging,
inter alia
, that Senator Daylin Leach engaged in
“
sex[ualized] talk 
”
 and
“
inappropriate touching
”
 with volunteers and staffers. Subsequent to its publication, a private individual named Cara Taylor made allegations of sexual assault involving then private citizen Leach that allegedly occurred in 1991. In January 2019, Ms. Taylor circulated an un-signed private criminal complaint to members of the Senate detailing her assertions. On January 24, 2019, the Senate Democratic Caucus
(“Caucus”)
retained
Eckert, Seamans, Cherin and Mellott, LLC (the “
Firm
”)
 to conduct an independent investigation into the allegations made against Senator Leach.
