prepared

Program Applications Division (DS/IS/APD,
APD)

Office

Security (DS/SI/IS), Bureau
of
Diplomatic Security (DS)
in
order
to
document
the
process
by
which
several thousand potentially classified emails sent through
former Secretary
of
State
i ary
R.
Clinton s private, non-US government email server
were
assessed to determine
if
any represented security incidents in accordance
with
the Department
of
State s
(DoS) Security Incident Program as published in 12
FAM
550. While
it
is
not
typical for
APD
to
document security incident investigations
or
groups
of
related security incident investigations
in
a comprehensive report, the exceptional nature
of
his event and high level
of
interest in its
outcome
justifies its production.
