WHREAS the City Attorneys ofce reviewed the 2019 Amendment proposals and determined that there is no evidence that the amendments would resut in an unlawfu permanent physca occupation of private property, and WHREAS pursuant to the State Environmental Policy Act ("SPA) the City issued a preliminary Determination of Environmental Nonsignificance (DNS) based on review of an environmental checkst and other information on April 19
