BACKGROUND
•
House Bill 1769 sunsets Washington State’s two remaining community municipal corporation.
Effective July 9, 2022
•
Requires amendment to KMC and KZC to reflect that the Houghton Community Municipal Corporation will no longer exist
•
Three parts to the amendments:
1.Repeal KMC Title 2 (Community Municipal Corporation)2.Repeal HCC Process/Authority Provisions in the KZC 3.Repeal Regulatory Differences in the KZC
PHASE 1 -
REPEAL KMC TITLE 2
•
Title 2 includes local provisions for the Houghton Municipal Corporation and the Community Council
•
i.e. - Creation, jurisdiction, effect of 1968 regulations, procedures, terms
•
Effectively becomes null and void after July 9 with change in State law
•
City should repeal entire Title 2, except leave a placeholder referencing the boundaries of the former Municipal Corporation for interim regulatory purposes
•
Timing – Ordinance to Council on June 21 & July 9 effective date
