As part of our efforts to improve the shelter system, NYC DSS-DHS committed to phasing out decades-old cluster program, while ensuring that shelters are distributed equitably across the five boroughs,including in communities that do not currently have any shelters. NYC DSS-DHS has kept its promise to phase out the 21-year-old cluster program once and for all, and we remain committed to the equitable siting of shelters citywide and offering New Yorkers experiencing homelessness the kind of high-quality services they need and deserve to stabilize their lives.
