This complaint is under 11.06 and 11.05 (Insert the applicable sections of law in chs. 5 to 12, subchapter III of ch. 13, or subchapter III of ch. 19, if known) I, _____James Rogers, allege that:

On August 8

, 2011 the independent expenditure organization known as “the Tea Party Express” or “The Campaign to Defeat Barack Obama” sent email out indicating they have been working in collusion with the Republican Party of Wisconsin with the recall efforts. They admit that they have ‘..setup a Phone From Home program with the Wisconsin Republican Party..” to voters regarding the recall elections (Exhibit A).

When one follows the provided link to the Tea Party website, it lists Tom Dickens of the Republican Party of Wisconsin as the contact person and coordinator for the call program (Exhibit B). When one begins the phone program, they are prompted to make phone calls in support of Senator Hopper’s campaign (Exhibit C). Mr. Dickens is all too familiar with the laws prohibiting campaign collusion, as he is a current RPW staffer who has accused other organizations of the same violation in the past (Exhibit D).

This activity violates independent expenditure collusion rules prohibited under 11.06(7). Both the Republican Party of Wisconsin and the Tea Party independent expenditure group are in violation.

Additionally,a search of GAB’s CFIS reveals this Tea Party organization (aka “The Campaign to Defeat Barack Obama”) is not a registered organization with the Government Accountability Board despite their electioneering efforts. This is also in violation of 11.05
