Lieutenant Rotations and Career Development Goals: a Clarification
The purpose of this message is to clarify my beliefs and intentions regarding Lieutenant
Rotation as well as to solicit input regarding the Lieutenant’s career goals and areas of interes
tfor job assignments.First, let me say that I consider the Lieutenant rank an extremely important management groupin the administration of the organization. Executives and Commanders rely heavily on theirunderstanding, interpretation, and direction in successfully pursuing our organizational goals.Sergeants and Officers look to them for clarification and advice as they form the day to dayoperational plans that support our organizational mission. Lieutenants are an integral part of themanagement team which is why their professional development is so important.I firmly believe that one of my responsibilities as your Chief of Police is to develop Lieutenantsthrough varied assignments and placing the correct Lieutenant in the correct position to furtherthe mission of the Police Department. I also understand that each of the Lieutenants has variedcareer aspirations as well as transfer desires. Therefore, I am asking each Lieutenant to submita résumé and cover letter describing their career aspirations, transfer desires, and professionaldevelopment goals to me by Friday July 6, 2012. They may be sent to Ms. Lisa Coombe in theOffice of Administration. I will review all of the material and consider it when decidingLieutenant assignments. Some of the Lieutenants have recently participated in processes andthose results will also be considered.Effective immediately, all Lieutenant assignments/transfers will be made at the direction anddiscretion of the Chief of Police. These assignment decisions will not be made lightly andconsideration will be given to many factors including, but not limited to, past experience, currentand past performance, professional development requirements, transfer desires, andorganizational goals.This policy change has been discussed with PPSLA and each Lieutenant will be sent amemorandum requesting their cover letter and résumé.
