CREW: Department of the Interior: Regarding Record Management and Cloud Computing

On June 21, 2011, CREW filed a Freedom of Information Act request with the Department of Interior, seeking all records reflecting how the agency plans to fulfill its records management requirements after it moves its email systems to a cloud computing environment. The National Archives and Records Administration (NARA) has recognized the many records management challenges associated with cloud computing and issued guidance (NARA Bulletin 2010-04, Guidance on Managing Records in Cloud Computing Environment) to all agencies. While The Department of Interior has contracted with Microsoft to consolidate its 13 email systems on one web-based email and collaboration platform, it is far from clear that platform will conform to NARA’s guidance. CREW seeks information on what steps Interior has taken to comply with the bulletin as well as records between Interior, Microsoft, and Google, which sued and won an injunction based on Interior’s alleged failure to follow federal procurement guidelines in pursuing bids for its cloud computing platform.
