A BRIEF NOTES ON ACCIDENT MANUAL

ACCIDENT MEANS

 


    

For the purpose of Railway working, Accident is an occurrence in the course of working of railway which DOES or MAY AFFECT its engines, the Safety of the railway, rolling stock, permanent way and works, fixed installations, passengers or servant or which affect the safety of others or which does or may cause delay to train or loss to railway.

SERIOUS ACCIDENT
For pass. Carrying trains 2. Death or 3. Serious Injury or 4. Loss of Railway Property above Rs. 2 crores or 4. In the opinion of CCRS/CRS, if an enquiry is required

AVERTED COLLISIONS
IT IS A CIRCUMSTANCE UNDER WHICH, BUT FOR THE VIGILANCE SHOWN BY ANY PERSON OR PERSONS, A COLLISION WOULD HAVE OCCURRED EITHER IN THE BLOCK SECTION OR WITHIN THE STATION LIMITS BETWEEN TWO TRAINS OR BETWEEN A TRAIN AND AN BSTRUCTION.

EXCEPT ON “TWO” OCCASSIONS
1.

OUT SIDE STATION LIMITS That is the distance between two train (OUTSIDE STATION LIMITS) is 400 mts. or more. It is not an averted collision

WITHIN STATION LIMITS
There is an intervening fixed Stop Signal at danger governing the moving train and compliance by the moving train with the indication conveyed by the Stop Signal averted the collision between the trains or between the train and the obstruction.

BREACH OF BLOCK RULES
1.Train entering block section with improper ATP or without ATP. 2.Train entering into sand hump or into Catch/Slip siding. 3.Train despatched on wrong line 4.Train received on wrong line 5.Train received on to an obstructed line, not constituting Averted Collision.

Medical Assistance Render First Aid, Identify doctors traveling by train, take Assistance of any Para medical staff inform railway hospital, civil hospital, private nursing homes and clinics etc.,

GUARD AND DRIVER TO PREPARE SPECIMEN FORM IN ACC –3 DO NOT LEAVE THE ACCIDENT SPOT, TILL RELEIVED.

TRAIN MEANS
 

AS PER G & SR Train means an engine with or without vehicles attached, or any self propelled vehicle with or without a trailer, which cannot be readily lifted off the track.


AS PER ACC.MANUA
A trains is a set of vehicles, empty or loaded, worked by locomotive, or any other self propelled unit, which cannot be readily lifted off the track and running under a particular number or a distinct name from fixed point of departure to a fixed destination.

A 1 TO A 4

A1 – Collision involving a train carrying passengers resulting in loss of human life or railway property exceeding 25 lakhs. A2 – Collision involving a train NOT carrying passengers, resulting loss of human life or loss railway property exceeding 25 lakhs. A3 – Collision involving a train carrying passengers, not falling under A1 above. A4 – Collision involving a train NOT carrying passengers, not falling under A2 above.

B1 TO B4

B1 – Fire in a train carrying passengers, resulting in loss of human life and damage to Railway Property of value exceeding 25 lakhs. B2 – Fire in a train NOT carrying passengers, resulting in loss human life and or damage to Railway property of value exceeding 25 lakhs. B3 – Fire in a train carrying passengers not falling under B1 above. B4 – Fire in a train NOT carrying passengers not falling under B2 above.

C1 TO C4
 

C1 – Trains carrying passengers running into road traffic and or road traffic running into such trains at manned level crossings. C2 – Trains NOT carrying passengers running into road traffic and or road traffic running into such trains at manned level crossings. C3 – Trains carrying passengers running into road traffic and or road traffic running into such trains at unmanned level crossings C4 – Trains NOT carrying passengers running into road traffic and or road traffic running into such trains at unmanned level crossings.

D1 TO D4

D1 – Derailment of a train carrying passengers resulting in loss of human life and or damage to railway property of the value exceeding Rs. 25 lakhs. D2 – Derailment of train NOT carrying passengers resulting in loss of human life and or damage to railway property of the value exceeding Rs. 25 lakhs. D3 – Derailment of a train carrying passengers, not falling under D1 above. D4 – Derailment of a train NOT carrying passengers not falling under D2 above.

Trains running over or against any obstruction including fixed structure other than included under class C resulting in loss of human life and or grievous hurt and or damage to railway property and or interruption to traffic is more than the threshold value.
