Introduction

ASEAN Vision 2020 is the main objective of ASEAN in


approaching 21
st
century.
Vision: to create a concert of South East Asian nations,
towards looking and living in peace, stability and
prosperity, bonded in partnership in dynamic
development and in a community of caring societies.
Made during 2

ASEAN Summit.
Issues faced by ASEAN to achieve ASEAN Vision 2020:
The Concept of New Regionalism
Make cooperation and collaboration with external countries.
Help to reduce the gap between ASEAN members in terms of trade
facilitation and narrowing the development gap.
Establishment of ASEAN+3.
Members of ASEAN-6 conquered most of the ASEAN trade.
Result in a huge income gap between ASEAN-6 and ASEAN-4.
Eg) income gap between ASEAN-6 and ASEAN-4 is from 17-50
times.
Security related to social problem in the state.
Each country has their own opinion about non-traditional securities.
Declarations made to encounter this issue are not fully implemented
by all ASEAN members.
Financial problem is the main cause of this problem.
ASEAN-4 does not have enough budget to improve their non-
traditional securities.

Issues faced by ASEAN to achieve ASEAN Vision 2020:
Non- Traditional Securities
ASEAN only provide advise on how to combat HIV/AIDS but it
depends on the members countries themselves.
Human trafficking
Preventive action to stop human trafficking is not fully a success.
Affect the interest of country.
Eg) Thailand and Philipinnes
Issues faced by ASEAN to achieve ASEAN Vision 2020:
Trade Liberalization
Removal or reduction of barriers on the free exchange of goods
between nations.
Done through ASEAN Free Trade Area (AFTA).
Liberation of trade is not being standardize due to different timeline
of implementing the CEPT Scheme made under AFTA.
ASEAN-6 implement CEPT Scheme earlier than ASEAN-4.
ASEAN-4 has to cope with the achievement made by ASEAN-6.
ASEAN-6 is major in manufacturing industry but ASEAN-4 lacks of
technological support and investment from foreign countries.
Issues faced by ASEAN to achieve ASEAN Vision 2020:
Commitment Institution
Cooperation and collaboration of member countries.
Includes all aspects of cooperation.
Variety of political system create difficulty in gaining full commitment
from members.
Afraid of losing their sovereignty of the country especially in terms of
decision- making.
Some of the ASEAN members hardly follow the principle of
democracy as stated in the elements of ASEAN Political-Security
Community (APSC) Blueprint.
Some of the members implement the close the door concept.
Issues faced by ASEAN to achieve ASEAN Vision 2020:
Globalization
Worldwide movement towards economic, financial, trade and
communication integration.
ASEAN members has to change their current system so that it can
be standardized.
Cooperation of ASEAN with foreign country.
Aims to increase regional development.
Foreign country starts to make investment and interference in economic, social
and political matters of ASEAN.
Difference of level of education.

Conclusion
Vision 2020 become the main purpose for the establishment of
ASEAN.
All members of ASEAN must give their full commitment to achieve
the vision.
Cooperation and compromise is the key to full commitment.
Through cooperation, it helps to create balance development and
prosperity of all ASEAN members.
