Integration with Databases

The system can be integrated “on line” with


existing vehicle databases such as

• Permits
• Other forms of payment such as cellular
• Disabled
• Stolen vehicles etc.
• Security (e.g. Homeland security) alerts.

So that the recorded information can be


used for citation processing as well as
police work ( Parking officers using the
ARTEMIS system typically detect 5-10 stolen vehicles per

A Unified Approach

With the growing number of parking fees payment methods the


parking officer job is becoming more complicated

• Presently the following methods can be used for paying


parking fees:
– Pay & Display
– Cellular parking
– Personal parking meters such as the Comet
– Special permits such as residents, disabled etc .

• ARTEMIS provides a comprehensive solution for


authenticating the means of payment and for validating and
confirming the payment

Enforcement Functions

– Authentication (making sure that the
device/label is valid) for the Comet and paper
permits
– Validation (making sure that the fees were
paid) for cellular phone payments
– Parking Tickets writing for all types of
payments methods

The Enforcement Process

• The parking officer (PO) is checking the parking


vehicle in the following sequence :
– Check for availability of a P&D slip or permit (sticker on
the window)
– If neither is available the PO looks for a Comet (where
available)
– If neither is available the PO clicks the License Plate
Number on the handheld. The returning message
displayed on the cellular phone screen will show :
• If the fees were paid using a cellular phone (where available)
• Special information such as indication that the vehicle is
stolen
• If the answer to all queries is negative (fees were
not paid using any of the payment methods) a
parking ticket will be sent to the main parking
server and at the same time will be printed on the
Bluetooth printer carried by the PO

Validation Process – Permits and Comet

• Both the Comet and sticker based permits are easily


visually enforced

• Using ARTEMIS an additional validation process can take


place preventing illegal activity

• The PO can key the Comet’s serial number or a permit ID


into the handheld

• As a reply the PO will receive on his cellular phone :


– For the Comet a special code that he can compare to a code
displayed by the device
– Pertinent information such as the vehicle license plate
number that can be used to authenticate a permit

Reports

• The system provides a comprehensive reporting


package which allows the parking manger full control
over the enforcement process

• Some of the information available to the parking


manager in Real Time:
– Location of each of the parking officers (without using GPS,
avoiding possible disputes with labor unions)
– Number of inspections and tickets made by each parking
officer
– Cancelled citations
– Detailed information on every ticket written, including pictures
when made

• Using a cellular phone the parking manager


can monitor the activity of the parking
enforcement officers when away from his
office
• The parking officer will be able to see in REAL
TIME
– A list of all active parking enforcement officers
– A record of all tickets written the same day
including the address

Equipment Required

•The parking officer has to carry a regular cellular phone


(e.g. Motorola i870) and a Bluetooth enabled printers (e.g.
Mobilife MPP101). The Cellular phone should have internet
data link (such as GPRS )

Cellular phones compared to a dedicated
handheld

• Cellular phone offer distinct advantages compared to


dedicated handhelds (such as Duncan’s AutociteTM )
when used for enforcement:

– A fully "real time" system . All information including pictures is


immediately sent and stored on the main parking server
– Cheaper to buy - Around 15% of the price of special handhelds . In
most countries cell phones can be rented so initial capital investment
in minimal
– Cheaper to own - The annual cost of special handheld maintenance
is higher than the procurement price of a cell phone based system!
– Lighter - The weight of AutociteTM is 700 gr.,ARTEMIS cell phone +
printer weighs less than 450 gr. If you compare only the weight of the
cell phone (assuming the printer is carried on the inspector’s belt)
than a cell phone based system is 85% lighter !!
– Easier to operate - The cell phone is operated using one hand no
stylus is required
