The objectives of the visit of HE Prime Minister Samdech Hun


Sen to Malaysia are:

To reciprocate the visit by YAB PM to Cambodia in 2010 and this is his first
Official Visit to Malaysia at the invitation of YAB PM;

To take stock of the current state of bilateral relations and discuss new
areas of cooperation for the mutual benefit of both countries;

To witness the signing of MoUs/ Letter of Intent:


- MoU on MYCorps Programme
- MoU on Information and Broadcasting Cooperation
- Letter of Intent on Agricultural Cooperation

His last visit: 26th and 27th ASEAN Summit held in Malaysia in April and November 2015.

Relations

The bilateral relations between Malaysia and


Cambodia continue to remain strong and cordial
for the last 50 years. The relations focus on the
active people-to-people relations as well as
trade and investment.

To reiterate Malaysias commitment to


elevate the relations to a new height
To thank HE Samdech Hun Sen for
accepting invitation to International
Conference on Blue Ocean Strategy,
Putrajaya, 16-18 August 2016.

b) Labour

The suspension of the recruitment of new


foreign workers from all source countries
excluding domestic workers, was announced
on 19 February 2016.

To
reaffirm
Malaysias
commitment
in
resolving this matter and hope that a Joint
Working Group Meeting will be convened in
the near future, to discuss on the issues
pertaining to domestic workers (eg. Standard
Operating Procedures (SOP), recruitment
costs and pilot project for the first intake.

c) South China Sea

Philippines has initiated an arbitral proceedings


against China
Cambodia is not a party to the disputes in the
South China Sea and may view that any
statement by ASEAN on the issue would be seen
to be supporting Philippines position

To emphasise on Malaysias stance that an


ASEAN Statement on the Arbitration would be
consistent with ASEANs centrality. In the past,
ASEAN has issued many statements on
developments in other parts of the world
including Statement on Situation in the Korean
Peninsula, etc.

d) Situation
Peninsula

DPRKs nuclear programme poses a serious


threat not only to peace and stability in the
Korean Peninsula, but also to wider region,
including South East Asia.

To reiterate Malaysias commitment in


playing its role together with all partners
and view that ASEAN Member States
could encourage DPRK, through bilateral
channel, to discontinue such programme
and fully comply with relevant UNSC
resolution.

e) Terrorism

A multifaceted approach is needed in combating terrorism


by addressing the root causes and underlying contributory
factors that support terrorism, including funding and supply
of weapons.

To express Malaysias readiness to enhance


cooperation in countering terrorism regionally
and internationally (ie. capacity building
programmes/joint
research
projects
with
Cambodia including within the multilateral)
The
practice of moderation should be
embraced globally and calls for countries to
censure and reject extremism and support
moderation.

b) Trade and Investment

Cambodia is ranked as Malaysias 55 th trading


partner accounting for 0.1% of Malaysias
total trade in 2015 and 8th largest trading
partner in ASEAN.
The two-trade increased from US$74.38
million in 2002 to US$385.8 million in 2015.

To express hope that the Cambodian


Government will continue to provide
conducive environment for business
and investment in Cambodia.

c) Youth and Sports

MoU on the International Volunteers


Programme of MyCorps in Cambodia will
be signed after the Delegation Meeting.

MyCorps

a youth volunteerism initiative under the KBS


focuses
on
instilling
volunteerism
characteristics and qualities to the youth,
shaping them to become a catalyst towards
lifelong work for social change at home or
abroad by focusing on the needs of others

c) Youth and Sports

First pilot project

6-20 December 2015 in Khum Angkor Ban, Cambodia


Involving 40 youths (18-30 years old)
Built 19 toilets for 19 families
Following its success, KBS sent a second group, involving
100 volunteers for three months (8 May-24 July 2016)

To request Cambodian Government to render


the relevant assistance as stipulated in the
MoU, to the officials and volunteers who
participate in the MyCorps Programme, to
enable
them
to
perform
their
tasks
effectively during their stay in Cambodia.

d) Information and Media

BERNAMA and the Agence Kampuchea Press


(AKP): contracting parties to facilitate cooperation
in the field of news and images exchange
RTM and National Television of Cambodia (TVK):
agencies given the task to undertake cooperation
in the field of radio and television broadcasting

To express confidence that the conclusion and


signing of the MoUs would provide the framework
for cooperation in the various fields identified
and promote greater overall cooperation between
the countries.

e) Technical Cooperation & Capacity Building

1,511 participants from Cambodia had


participated in various short-term courses
under MTCP (1991-2015)
Courses:
public
administration,
broadcasting, cooperative management,
library management, veterinary foreign and
diplomatic relations
Cambodia is the 3rd largest recipient of the
MTCP programme among 142 MTCP recipient
countries

e) Technical Cooperation & Capacity Building

To inform that there are four (4) Cambodian


students have been awarded the MTCPASEAN
Scholarship,
in
the
field
of
International
Relations,
Banking
and
Finance as well as English Communication.
The students will start their Master courses
in selected universities in Malaysia in
September 2016.

To reaffirm our commitment to continue


extending technical assistance in various
fields to Cambodia under the ambit of MTCP.

f) Labour

Cambodian Workers in Malaysia


As of 29 February 2016, the total number of
foreign workers in Malaysia is 1,978,948.
The number of Cambodian workers is 7,710
(0.39%). Details are as follows:

MoU on the Recruitment and Employment of Workers as


well as MoU on the Recruitment and Employment of
Domestic Workers were signed on 10 December 2015

Purpose: To ensure that all Cambodian workers


adequately protected under the laws, rules
regulations in Malaysia. It can also act as a
mechanism to improve the employment process
ensure the compliance of labour standards by
employers

The Ministry of Human Resources together with


the Ministry of Labour, Vocational and Training
Cambodia will conduct a Joint Working Group
Meeting (JWG) in the near future, to discuss on the
issues pertaining to domestic workers (eg.
Standard Operating Procedures (SOP), recruitment
costs and pilot project for the first intake)

To express hope that the two sides


could agree quickly for the JWG
Meeting by the Cambodian side to
meet and discuss the matter.

g) Tourism

Cambodia is an important market for the


Malaysian tourism industry. In 2015, the
Cambodian arrivals to Malaysia totalled
75,059 tourists, an increase of 1.8%
compared to the previous year.

To convey Malaysias willingness to


strengthen
joint
marketing
and
promotion efforts with Cambodia to
increase further the number of tourist
arrivals in both countries.

g) Halal Sector

Exports to Cambodia is expected to increase in line with


the demand for halal products. Exports of halal products to
Cambodia in 2015 worth around USD1.95 million.
Pharmaceutical products (USD1.53 million);
Halal ingredients valued (USD0.28 million); and
Palm oil derivatives (USD0.13 million)

To date, JAKIM has yet to recognise Halal Certification


Bodies (CBs) from Cambodia.

To convey Malaysias willingness to strengthen


joint marketing and promotion efforts with
Cambodia to increase further the number of
tourist arrivals in both countries.

h) Developments in ASEAN

Malaysias Chairmanship 2015:

ASEAN Community was established

ASEAN 2025: Forging Ahead Together a roadmap that would


further consolidate the ASEAN Community building in the next
ten years, was developed.

Malaysia will render our fullest support and cooperation to Lao


PDR toward achieving the objectives set under its chairmanship
theme Turning Vision into a Reality for a Dynamic ASEAN
Community.

To reaffirm Malaysias continued support to


Cambodia, as well as other CLMV countries, to
further integrate into the ASEAN Community
through various technical cooperation and
capacity building programmes.

i) Candidature

Malaysia has announced its candidatures to the following


bodies:

United Nations Human Rights Council (HRC) for the term 2017-2019
(election to be held in October / November 2016 in New York, USA);
International Civil Aviation Organization (ICAO) (Category III) for the
term 2016-2019 (election to be held from 27 September to 7
October 2016 in Montreal, Canada);
International Law Commission (ILC) for the term 2017-2021
(election to be held in November 2016 in New York, USA); and
Committee on the Elimination of Discrimination Against Women
(CEDAW) for the term 2017-2020 (election to be held on 21 June
2016 in New York, USA).

Malaysia greatly appreciates Cambodias outright support for


the candidature to the ICAO for the term 2016-2019, ILC for
the term 2017-2021; and CEDAW for the term 2017-2020

i) Candidature

Malaysia is aware that Cambodia has put forward


its candidature to the post of Executive Board of the
United Nations Development Programme, the
United Nations Population Fund and the United
Nations
Office
for
Project
Services
(UNDP/UNFPA/UNOPS) for the term 2018-2020.

To request for Cambodias support for


Malaysias candidature to United Nations
Human Rights Council (HRC) for the term
2017-2019. Given the friendly relations
between our two countries, Malaysia is also
prepared
to
explore
reciprocal
arrangements for our mutual benefit.

MoU on Cooperation in Combating Trafficking
in Persons; and
Double Taxation Avoidance Agremeent

Prime Minister may take the
opportunity to reaffirm Malaysias
commitment towards the conclusion
of the MoU on Combating Trafficking
in Persons and Double Taxation
Avoidance Agreements (DTAAs). The
relevant Ministries and Agencies are
studying the drafts.

b) Third Joint Commission Meeting (JCM)


between Malaysia and Cambodia

Both sides are working on possible dates


to convene the Third Joint Commission
Meeting (JCM)
The JCM will provide the opportunities to
both sides to review the progress made
and to explore opportunities to strengthen
cooperation, with the view to expand the
existing solid bilateral framework

YAB PM may wish to express hope for significant


outcome at the next JCM between Malaysia and
Cambodia at a conveniently agreed date.
