production base, a highly competitive economic region, a

region of equitable economic development, and a region
fully integrated into global economy. The leaders, then
adopted the AEC blueprint to serve as a guideline in the
establishment of the AEC. This blueprint has four stages:
2008-2009, 2010-2011, 2012-2013 and 2014-2015.

The ASEAN is said to be a newcomer for

integration compared to Europe. Thus, the
progress of the ASEAN integration needs to
be assessed. The Mid-Term Review (MTR) is
therefore conducted in the Philippines to
determine the condition and to have a
course of action, if necessary.

COURSE OF ACTION

Based on the case study presented, we suggest

that the following actions should be taken in
order to have viable implementation of AEC in
the Philippines:
Phil. Govt. should implement more programs that
will encourage foreign investors to invest in the
country for the improvement of the infrastructures.
Encourage the private sectors to follow the
standard of the quality of goods and services set
within the region.
Full participation of the private sectors as asked by
the ASEAN, such as facilitation of the investments.

COURSE OF ACTION

Based on the case study presented, we

suggest that the following actions should be
taken to improve the progress of
implementing the MRA on Professional
Services in the Philippines:

Revisions of rules and regulations implementing

the different professions in the country to be in
line with the other states within the region.

RECOMMENDATION

The following are the recommendations to

address the problems stated:
That

the Philippine Government and private

sector should cooperate in unison since the
ASEAN is expecting a significant cooperation
from the private sectors.
That the private sectors continue to improve the
technology and innovations in the country.
Strong implementation of the different programs
and activities of the different professions in
coordination with the ASEAN countries.
