to lay down the fundamental rights
of citizens;
to outline of the workings of the
most important bodies of the state

European Court of Human Rights
EU citizens can appeal at the European Court of Human Rights when
they have had their appeal at the highest national court and human
rights are involved.
The European Court has ruled that when religion and morals are
involved, they leave decisions to the national courts.
