BUREAU OF PHILIPPINE STANDARDS
According to the ISO, a standard is a document, established by
consensus and approved by a recognized body, that provides,
for common and repeated use, rules, guidelines or
characteristics for activities or their results, aimed at the
achievement of the optimum degree of order in a given
context.

Standards are voluntary in
nature, unless it is included
under mandatory standards by
regulatory agency.
The Bureau of Philippine Standards
(BPS) is the Philippines’ National
Standards Body (NSB) which develops,
promulgates, implements, and
promotes standardization activities. It
is a governmental agency under the
Department of Trade and Industry
(DTI).
Other Standards Developing Organization (SDOs)
in the Philippines:
Food and Drug Administration (FDA) - for foods, drugs
and devices and cosmetics and other health product
Bureau of Agriculture and Fisheries Product Standards
(BAFPS) – for fresh and primary agricultural and fisheries
products
- They also have cooperation with the Department of
Energy on the issue of energy, they develop standards and
BPS promulgates them as PNS
(same case sa BAFPS)
The BPS formulates Philippine National
Standards (PNS) or adopts relevant
international or foreign standards to help
industries produce quality products or
services and raise productivity.
These standards not only protect the
consumers but also facilitate trade in the
global market.

2. Establishment of Technical Committees

In the case that a proposal for work in a new field of


technical activity requires the establishment of a new
Technical Committee, the proposer should provide:

• a scientific study and/or justification of the need for


standardization
• proposal for work in a new field of activity

Proposer – could either be a government agency, industry of


trade association, professional body, technical committee,
consumer association, or any individual

Proposal for work in a new field of technical activity

Proposal shall cover:


• The proposer
• The subject proposed
• The scope of work and proposed
initial program of work
• A justification for the proposal
• A survey of similar work undertaken
in other bodies (if applicable)
• Any liaisons deemed necessary

Proposal shall be circulated by BPS to all stakeholders

Minimum Qualifications for Technical Committee Membership

• Shall be a Filipino citizen


• Shall have minimum education attainment relevant to the scope of
the TC which he/she intends to join
• Shall have experience and technical expertise in the scope of the
technical committee which he/she intends to join
• Shall be willing to share his/her technical expertise
• Shall have the commitment to participate actively in the technical
work of the technical committee

Minimum Qualifications for Technical Committee Membership

• Shall consider national interest above all


• Shall come from a reputable organization with no legal case with DTI
• Shall have tact and diplomacy

Technical committee members are qualified and competent technical


representatives officially nominated by their respective organizations

3. Establishment of Subcommittees
• Established and dissolved by the parent technical committee,
subject to ratification by the BPS Director
• At the time of establishment, shall comprise of at least three
members of the parent technical committee having expressed
their intention to participate actively in the work of the
subcommittee
• Title and scope shall be defined by the parent TC and shall be
within the defined scope of the parent TC.

• Membership is open to all members of the parent TC
• Members of a TC shall be given the opportunity to notify
intentions in becoming a member of a subcommittee at
the time of its establishment
• Observers of a TC may be granted membership in a
subcommittee without changing their status in the parent
TC

• A member shall be responsible in keeping his/her
organization well informed about current committee
projects
• A member shall express the views of his/her organization
rather than his/her own

• A member of a TC shall attend all its meetings
• A member shall nominate an alternate in his/her absence
• Members who are absent from meetings where a particular
decision was taken are discouraged from reopening the
subject again, and instead, are asked to submit their views
in writing for review at the next meeting

• A member shall study all drafts and documents circulated in
advance by the Technical Officer and shall prepare his/her
views on the matter before attending the meeting
• A member shall consider decisions in TC meetings as VITAL
as they affect life, health, safety, national economy and
property

• A representative leaving his organization will automatically
cease to represent the organization and the appointment of
a new member shall be arranged by the BPS
• The BPS Director has the prerogative to cease any
membership for loss of confidence aside from none
fulfillment of his duties as stated

Inactive Members
• The Technical Officer shall notify the BPS Director if a
member of the TC or subcommittee:
- has been inactive and has failed to make a contribution
to 3 consecutive meetings, or
- has failed to vote on three cumulative questions
submitted for voting within the TC or subcommittee

• After being reminded by the BPS Director of their obligation
and the members remain inactive, the BPS Director may
cancel membership of the stakeholder and look for a
qualified replacement.

Participation of Observers
• TCs may consider one or more individual experts as
invitees/observers to a committee for technical
consultation
• Observers may be allowed in TC meetings upon approval of
their written request to the TC Chairman
• Observers may be allowed to participate in deliberations
only with the permission of the TC Chairman

• ensure that all decisions in meetings
are CLEARLY formulated and made
available in written form by the
secretary
• takes appropriate decisions at the
circulation or enquiry stage

• Appointed by the BPS Director
• Appointed for 3 years and may be reappointed
as recommended by the TC
• Performs the responsibilities of the Chairman in
case he is absent in the meeting

7. Technical Officer of Technical


Committees and Subcommittees
• Allocated by the BPS Director in TCs or subcommittees
• Manages projects of the TC, subcommittee or working
group; monitors their progress against agreed target dates
• Calendars and arranges meetings, submits documents,
prepares draft standards and minutes of the meeting, and
ensures that they are available to TC members before the
next meeting
• Implements the decisions of the TC and coordinates with
other standards work in related fields

7. Technical Officer of Technical


Committees and Subcommittees
• Studies and verifies the status of information from various
sources such as foreign standards, published papers, and
books
• Guides the TC on the principles and practices adopted by
BPS and shall AT ALL times remain objective
• Works with the Chairman in case of disputes. Irreconcilable
matters are referred to the BPS Director
• Keeps the Chairman informed of ALL committee matters
and related developments

8. Working groups
• Established by TCs or
subcommittees as proposed by
the Technical Officer
• Define the task/s and set the
target dates for submission of
Committee Draft/s to the TC or
subcommittee
• Consists of a restricted number
of experts individually identified
by the TC members

8. Working groups
• Disbands after the completion
of tasks and the convenor shall
remain as a consultant.
• Headed by a convenor who is a
member of the TC or
subcommittee.

development of the project and
will convene and chair meetings of
the working group

9. Ad hoc groups
• Established by TCs or subcommittees
• Studies a precisely defined problem on which the group
reports to its parent committee at the same meeting, or at the
latest next meeting
• Members shall be chosen from the delegates present at the
meeting, supplemented, if necessary, by experts appointed by
the committee
• May be established by the SDD if there is no TC or
subcommittee to study a specific technical issue or problem
• Disbands after the completion of tasks

10. Liaison between BPS and other SDO


• Establishment of liaison is through the offices of the Chief
Executive Officer (CEO). A memorandum of agreement (MOA)
shall be entered into by both parties.
• Observers designated by BPS
and SDOs shall have the right
to participate in TC
discussions of the other
