CODE OF CONDUCT AND ETHICAL STANDARDS FOR PUBLIC
OFFICIALS AND EMPLOYEES
“It is the policy of the State to promote high standards of
ethics in public service. Public officials and employees
shall at all times be accountable to the people and shall
discharge their duties with utmost responsibility, integrity,
competence, and loyalty, act with patriotism and justice,
lead modest lives, and uphold public interest over personal
interest.

STATEMENTS AND DISCLOSURE

Statement of Assets Liabilities and Net Worth


-True and detailed account of assets, liabilities and
financial connections

FILING:

Within 30 days after assumption to office


On or before April 30 of every year
Within 30 days after separation from the service
To obtain or use any statement filed for:

1) Any purpose contrary to morals and public policy


2) Any commercial purpose other than by news and
communication media for dissemination to the general
public

DIVESTMENT

Conflict of Interest
Resignation from private business enterprise within 30 days from
assumption to office
Divestment of shareholdings and interest within 60 days from
assumption
(Sec. 9, RA 6713)
PENALTIES

Administrative penalties
Fine (not exceeding equivalent 6 months salary)
Suspension (not exceeding 1 year)
Removal (Dismissal from the service)

Criminal (Sec. 7, 8 & 9)


Imprisonment (not exceeding 5 years) or Fine (not exceeding
P5000) or both
