 All accidents and professional diseases can be prevented.


 No absolute safety exist at workplace. Employees' behaviors
determines whether accident will happen.
 Safety must start with superior leaders and involve everyone.
 If there is no substantial change of Employees' behaviors, all
safety activities are empty talk.
 Almost every unsafe condition can be traced to unsafe
behaviors.

 Safety observation & communication put emphasis on changing


employees' idea and strengthening their awareness. This activity
must obey the Three Principles of safety practice:
 Safety knowledge is superior to safety facilities. e.g. What to do when rotary part
can't be touched, machines can't be maintained with electricity, or emergency
situation is unknown?

 Safety awareness is superior to safety knowledge. The common Three Violations


happen, such as, running the red light and drunk driving, not out of unawareness
of the regulation but out of weak awareness.

Meaning of safety observation & communication

 After the observation of a working person over 30 seconds, confirm whether


relevant tasks is performed safely, including the observation of operation
behaviors and environment.
 A safety management system of safe and unsafe behaviors designed
specially for managers of all levels.
 Its aim is to reduce injuries and accidents, strengthen safety awareness of
employees' of all levels and build a safe workplace.
