 National Steel Policy: Crude steel production capacity - 300 MT.

 Coking coal requirement : ~ 200 MTPA

 ~70% of coking coal demand is being met by Imports

 Majority of domestic prime coking coal is trapped in Jharia Coal field due to fire

Ways to increase domestic coking
coal availability

 In order to reduce imports domestic coking coal availability must be

increased

 Jharia Action plan (Dealing with fire & Rehabilitation)

 Socio-Political & Technical issue

 Expeditious Implementation of Jharia Action Plan

 PPP model

 Integrated approach to planning & execution

 Barakar subsidence committee, 1957
 Gugnani committee, 1976
 Jharia mine fire control tech assistance, funded by World bank, 1993
 Master Plan, 1999
 Master Plan 2004
 Master Plan, 2008

 Effects of past efforts to combat mine fire

 liquidation of 10 fires,
 Reduction of coal blocked from 1.88 BT to 1.45 BT &
 surface area affected from 17.32 sq km to 8.90 sq km
8

 No of collieries affected - 41

 Total Surface area affected - 8.90 Sq km

 Total duration of action plan - 10 years (in 2 phases)

 Total fund required - INR 2311 Cr

(*as per Jharia Action Plan 2008)

9
Fire Control methods

 Conventional methods

 Total excavation of fire

 Isolation by trenching

 Blind flushing

 Surface sealing

 Isolation by underground stopping

 Quenching & cooling

 Cooling by water curtain

10
Fire Control methods

 Other methods

 Inert gas injection

 Chemical treatment

 Burnout control

 Modified bulk filling (Water/ slurry)

 Modified bulk filling (Pneumatic)

 Underground coal gasification

11
Fire Control measure proposed

 Excavation of fire material & filling with cohesive soil

 Filling opencast high wall, shafts, inclines and other subsided areas

 Isolation by trenching & backfilling with soil

 Construction grout barrier and isolation against rail, road & jores

 Surface sealing & blanking

 Blind flushing with sand / fly ash / grout mixture

(*as per Jharia Action Plan 2008)

12
Fire Control measure proposed

 Cooling by water curtain/ infiltration pond

 Colling, quenching & removal

 Seam sealing, tunnel plug and underground stopping

(*as per Jharia Action Plan 2008)

13
Rehabilitation – Factsheet

 No. of houses to be vacated - 98314

 Land required for Rehabilitation - 1504 Ha

 Time Frame for implementation - 10 years

 Estd Capital required - INR 4780 Cr

 Total Capex (inc fire control) - INR 7112 Cr

(*as per Jharia Action Plan 2008)

14
Rehabilitation - Process

 In Phased manner, Divide lease area in 2 major sections Eastern & Western

 Utilise ~900 acres of Sindri Fertilisers for rehabilitation purpose

 PPP model for township development

 Economic benefits to affected families

 Implementation of RITES proposal for rail/ road shifting

 Plan bigger OC & UG Mines with bigger washeries

15
Advantages

 Rehabilitation of affected families to safe environment

 Availability of ~ 1.45 BT of Prime coking coal

 Increase in domestic prime coking coal production

 Huge saving due to reduction in coal import

 Impetus to Steel industry
