NATIONAL TELECOMMUNICATIONS COMMISSION
National regulatory agency with jurisdiction over all

telecommunications and broadcast facilities and services
throughout the country pursuant to Act 3846, as amended.
The Act empowers the Commission to regulate the construction,
manufacture, possession, control, sale and transfer as well as the
establishment, use, operation of all of radio, broadcast and
telecommunications services. The NTC was created by virtue of
Executive Order No. 546 dated July 23, 1979.

Television (DTT) Broadcast Service
In accordance with EO 546 of 1979, to
promulgate rules & regulations as public
safety & interest may require & to encourage
a more effective & efficient use of TV
Broadcasting facilities & Spectrum
to keep pace with the developments of the

technology
facilitate the entry of digital broadcasting
in the country and for protection of the
consumers
Section 2: Integrated Services Digital

Broadcast – Terrestrial (ISDB-T shall be the
sole standard in the delivery of DTT services
in the country.

implementing ISDB-T as the sole standard in
the delivery of DTTB services in the country
Section 2.2.a
Analog VHF TV Shall be disrupted or
terminated
Section 2.2.b
Authorized Analog VHF TV operators shall be
required to simulcast DTTB service within 1
year upon the grant of Authority
Section 2.2.c
Analog UHF TV operators may go directly
to DTTB service anytime during the
transition period using their assigned analog
UHF- TV freq. provided that a notice shall be
provided at least one month before starting

No Analog TV service shall be allowed after
the ASO (Analog Switch Off)

Section 4.1
Minimum Qualifications for applicants
a) Holder of a Congressional Franchise in
broadcasting
b) Financial capacity to install, operate and
maintain DTTB service
c) Technical capability to install, operate &
maintain DTTB network
Section 4.2
Any duly authorized analog TV operator
fails to convert to DTTB service during the
transition period shall result to the
cancellation of its authority and automatic
recall of its frequency assignment
Section 4.7
Upon effectivity of the IRR, all applications
for new analog TV broadcast station shall no
longer be accepted by the commission.
Section 5 – Spectrum Allocation
Section 5.3
Single Frequency Network (SFN) shall be
allowed
 technical implementations of Gap Fillers or
SFN are identified solutions used to enhance
coverage through elimination of shadow
areas.
Section 5.7
All Analog TV Broadcast transmissions shall be

terminated on the Analog Switch Off (ASO)
