HSE in PDO
 PDO contributes over 90% of Govt revenue from oil
 4,000 PDO Staff & 15,000 Contractor workforce (58mln mhrs)
 90% of PDO/Contractor workforce live/work in the interior
 32 Staff in Corporate HSE, 52 HSE-Parented staff, 150
Contractor HSE Advisers
 Generic causes of HSE Incidents include:
– Inadequate Hazard Awareness (competency)
– Lack of effective supervision (competency)
– Not following Procedures/Safety rules (compliance)
 From January 2003, promotions are competence-based
HSE Competency: The Journey
PC-based tool developed to evaluate HSE knowledge level
of supervisors

• Identifies individual gaps and Team weaknesses via


randomly selected questions

• Pilot programme carried out in Bhaja, Rima and Nimr


during the latter half of 1999

• HSE Advisors took ownership of the system during 2000/01


Regretfully, not much progress on this
HSE Competency: The Journey

• In 2001, Propulsion project (HSE Advisers Competency)


- On-site coaching of HSE Advisors, 3 visits/assignments
- Over 180 PDO/Contractor HSE Advisors engaged
- Focus on HEMP and Coaching skills

• In 2002, PDO HSE Advisers rotation through CSM scheme

• In 2003 Contractor HSE Advisers rotation via CSM Dept to


ensure coherence

•In 2003 HSE Advisers are encouraged to obtain NEBOSH


as basic qualification

From October 2002:

• Competency Self-Assessment by each HSE Adviser


• Obtain individual Competence Portfolio Folder
• Formal Assessment by Qualified Assessors (list web)
• Contractors have not been introduced yet!
