Case Study: EVA Airlines Flight Cargo Load and Balance

International Group Institute for Information System
Nov 2007

Abstract of Flight Cargo Load Balance
• • • • Customer : Eva Airlines Project : Flight Cargo Load Balance Project Period : 2004/05/17 ~ 2005/12/16 Contract $ : US$700K (US$500 from EVA,
US$200K from MOEA)

• Planned labor : 7.0 man-year

Two Major Issues for Airlines
Flight Security
Safer on Aircraft Takeoff, on Air, and Landing

Business Efficiency
• Percentage of gas cost from 17%  45% • Operation efficiency and effect

Project Objective
 Business and Maintenance Cost Reduction
– Replace the current legacy mainframe system with newly developed web-based one.

 Simplified Operation, Shorten Training
– With the best user interface and operation, operators could fulfill the cargo loading and balancing quickly and accurately

 Off-line Capability of Load and Balance Operation  Paperless Document, No Printing Cost

Project Focus
 Major in System Development and Integration
– – – – – – Data exchange with Cargo, Pax, Crew, Fuel, MINET System parameters maintenance and upgrade Controllability and reusability of system Plan and calculation of loading and balancing Graphic user interface and print-out Electronic output, transportation, confirmation of flight cargo load report

 Fundamental Information Creation for Calculation of Loading and Balancing Operation
– Cover airplanes, containers, routes and airports used by EVA

 System Delivery and Training  Implementation of Operation Stations
– In airports of TPE, BKK, HKG, LAX

Key Success Factor
 Special Know-hows, High Barriers, Highly Complicated Operation Procedures in Flight Cargo Field  Delivery  Core Competence  Key Resources
– System developing with client – Sharing IP

– Unique Patented Technology: Upload Radio Load sheet of MD, Boeing, Air Bus through Airborne Data Link instead of manual delivery – Programming On Site  – Dedicated Trial Staff   Internal Employees  Assisted by Real Operators On Schedule Reliability

Customer Assessment
Advantages from Operator’s view
 No need to memorize lots of instructions  Convenient to use mouse  Save time for automatically loading cargo data  Print out loading and unloading report  Perform offline load balancing operation without EWBS link

Advantage from Management’s view
 Multiple checkpoints, low down human mistakes and promote flight security  Shorten training period, put the newly-hired online quickly  Shorten Operation time, save more labor  With proper authorization, synchronize all data from each station

Benefits
 Shorten Employee Training Period
– Shorten training period (From 5 days to 4 hrs.) – Put the newly-hired online quickly (from 2 wks to 4hrs.)

 Increase Operational Efficiency
– – – – Locate the working data of station and airplane with each operator Simplified working procedures by graphic user interface Report generated automatically Increase ideal trim achievement rate (from 20% up to 50%)

 Reduce Business Cost and Increase Business capacity
– Shorten operation time, reduce labor demand ( roughly save 17 manyear ) and increase business capacity – Tuning gravity point of MD will greatly reduce gas consumption ( shift 1%MAC back will save US$ 800K/yr , legal %MAC is 13~33 )

 Reduce Human Mistakes
– Comply with AHM Load Control standard(90%) – Load data from other systems automatically, save lots of time

Other Benefits
 Good stability, efficiency and output by user approval after deployed from 1 Nov. to 15 Dec. in TPE, LAX, HKG and BKK  EVA Airlines extends it with both Automatic Frontend Cargo-Plane Assignation System and Automatic Load Balance Planning System to III  Joint Marketing Agreement with EVA Airlines to other potential customers  Under negotiation with one of top 3 US Airlines on system implementation now.

Wrap up
 In the premise of security and business efficiency for air cargo, and percentage of gas cost from 17% to 45%, the major objectives of this project are tuning gravity point of air plane and increasing flight security for civil airlines.  EVA invested US$ 500K in developing this system, saves roughly US$ 1M/year, and saves roughly US$ 1M/yr with shifting 1%MAC back of annual gas consumption rate (MAC value will be up at least 1%, MAC allowance within 13~33) 。  Approval and adopted by EVA Airlines, and presented by both III and EVA in annual IAIA conference and forum
