HOW CAN HUMANITARIAN PAROLE BE
USED TO HELP AN AFGHAN NATIONAL?
• The US can give discretionary permission for an Afghan National to to enter the US for a period of two
years due to the humanitarian crisis.
• Approval is not guaranteed
• The US Embassy in Kabul has relocated to Doha, Qatar
• We do not know the current process of how individuals in Afghanistan will be processed for Humanitarian
Parole, but we still advise that these applications be filed as we anticipate direction on how to process them.
They will not be processed in Afghanistan however.
• If individual has left Afghanistan, you can file this and have it processed in the closest US Embassy to that
country.
WHO CAN REQUEST HUMANITARIAN
PAROLE?
• A US Citizen or Legal Permanent Resident can request Humanitarian Parole on
behalf of someone in Afghanistan.
WHAT IS NEEDED FOR HUMANITARIAN PAROLE
APPLICATIONS
• A fee of $575/application (each person)
• OR A fee waiver on Form I-912 (Person needs to show they receive Medi-Cal, Food Stamps, or other means
tested benefits or that their income is below the 150% poverty guidelines) https://www.uscis.gov/i-912p
• A US person (Green Card Holder or US Citizen) Requestor on form I-131
• A Financial Sponsor (can be same person as the Requestor OR different US Person) on from I-134
• 2 passport pictures 2” x2” or 5cm by 5cm (digital pictures to be printed in USA)
• Tazkera or Passport or both
• Supporting documentation
• Statement of Support
WHAT HAPPENS AFTER YOU FILE FOR
HUMANITARIAN PAROLE?
• The Afghan National will be invited to fill out a DS-160 nonimmigrant application and upload a
digital photograph.
• The Afghan National will either travel to another consulate nearby Afghanistan, when and if
possible, or await further direction from the US Embassy of Kabul (which has relocated to Doha,
Qatar) regarding processing.
• An interview will take place.
• A travel document will be issued for the Afghan National to travel to the USA.
• A passport is not required for Humanitarian Parole as long as they have another identity document.
WHAT HAPPENS WHEN A PAROLEE COMES
TO THE USA
• Once an Afghan National enters the US, they are a “Parolee” for a period of 2 years (check your
passport or entry document, it may be a shorter time).
• They can work if they apply for a work permission on form I-765

• After 2 years the parole status expires and a new humanitarian parole application will need to be filed
with a fee or fee waiver unless the person has already applied for immigration status under:
• Asylum
• SIV
• Adjustment of Status
WHAT SHOULD A NEW PAROLEE DO?
• Apply for Work Permission on Form I-765 if they want to work in the United States. Do not work
until the card is approved and is in hand.

• Notify USCIS of any changes to their address on Form AR-11 no later than 30 days after moving.

• Within 7 days of entry they have to prove vaccinations or get them or get a MMR test and Report it

• Consult with an Immigration Attorney Regarding Status
