Institutions, maybe, cannot

So, they should promote free culture, not only copyrighted culture

Use free software, not only copyrighted software

Maybe the Ministry of Culture can't feed the Wikipedia, but at least
it can create material that is compatible

Lawrence Lessig's Creative Commons has been a big step towards
the popularization of the free content concept, and a way to
introduce that in the mainstream. But there's also, a provision that
Lessig introduced in some of his CC versions that has some
slightly problematic effects:

the NC or Non-commercial licences

Only some of the Creative Commons licenses are truly free, and
they can be identified by this sign: Approved for Free Cultural
Works.

Hiztegi Batua: Unified dictionary, the standard for ortographical
doubts. Commercial uses are NOT allowed.
