TESDA Policies and Guidelines in the Implementation of E.O.

358 To Institutionalize a Ladderized Interface Between Technical Education and Training (TVET) and Higher Education (HE)

Statement of Purpose
The purpose of ladderization is to open pathways of opportunities for career progression to students and workers. Specifically, it intends to create a seamless and borderless education and training system that will allow freer mobility in terms of flexible entry and exit in the educational system.

Objectives
In line with this statement of purpose, the following are the objectives set forth in these policies and guidelines: a. To provide the scope of TESDAs responsibilities in the ladderization of degree programs applied for program registration under the Unified TVET Program Registration and Accreditation System (UTPRAS); and

b.To provide guidelines in the processing of ladderized degree programs applied for UTPRAS.

Coverage
These policies and guidelines shall apply to all ladderized degree programs with TVET content, publicly offered for a fee and shall be registered in the Unified TVET Program Registration and Accreditation System (UTPRAS).

Statement of Policies
The following policies shall govern the registration of ladderized degree programs:
a.

TESDA shall register the TVET program in a ladderized bachelor degree program of HEIs and SUCs in accordance with the Training Regulations and the UTPRAS.

TRAINING REGULATIONS
The Training Regulations (TR) refer to the package of competency standards, national qualifications, training standards, and assessment and certification arrangements promulgated by TESDA for nationwide application.

The Unified TVET Program Registration and Accreditation System (UTPRAS)

The quality assurance system of registering and periodic auditing of TVET programs offered by schools and institutions Signifies full compliance with prevailing training standards, correction of substandard ones and denial of registration for those who fail to comply.

b. The TVET program within a ladderized degree program shall be a full National Certificate (NC) qualification of an appropriate level.

A framework of competency classification and recognition for middle level skilled workers.

d. The TESDA Provincial and Regional Offices shall evaluate the application for registration of the TVET program within a ladderized bachelor degree in conformance with UTPRAS guidelines for curricular programs, trainer and staff qualifications, physical sites and facilities, tools, equipment, supplies and materials, and other corporate and administrative documents.

1.1 Certified Board resolution to offer the program. 1.2 SEC Registration for private HEIs and R.A. for SUCs 1.3 Articles of Incorporation (private HEIs). 1.4 Current Certificate of Ownership of building/contract of lease. 1.5 Current Fire Safety Certificate.

UTPRAS REQUIREMENTS

Curriculum and Program Delivery


2.1 Curriculum Document complies with the Competency Standards. 2.2 Course and subject descriptions are directly crossreferenced to the Competency Standards in the Training Regulations. 2.3 Curriculum document specifies the equipment, tools and consumables necessary to deliver the program. 2.4 Curriculum document specifies the instructional materials (e.g. reference materials, slides, videotapes, internet access and library resources) necessary to deliver the program.

UTPRAS REQUIREMENTS

Faculty and Personnel


3.1 Updated list of officials with their qualifications. 3.2 Updated list of faculty teaching on the program with their qualifications, areas of expertise, and course/ seminars attended. 3.3 Updated list of non-teaching staff with their qualifications.

Academic Rules
4.1 Schedule and breakdown of tuition fees and other program costs. 4.2 Documented grading system. 4.3 Entry requirements for the program comply with the relevant Training Regulations

Support Services
5.1 Health services are available to the students/ trainees. 5.2 Career guidance/placement services. 5.3 Community outreach program. 5.4 Research that supports the operation of the school is carried-out (optional)

e. TVET programs that meet the requirements of UTPRAS and the appropriate training regulation shall be issued the Certificate of Program Registration on a per qualification basis. f. The Registered TVET programs shall be covered by the UTPRAS implementation guidelines, among others, compliance audit and mandatory assessment of graduates.

institutions will be allowed to establish ladderized curricular arrangements with HEIs and/or SUCs provided that the Training Regulations are met in full and the Policies, Standards and Guidelines for the bachelors degree in CHED are satisfied.
