When the United States began to grow, and towns were being built up around mines and refineries, workers simply lived together in one area. They formed towns But, they had no rules.
Chaos

Vigilante
After a group of fed-up town members got together, established rules, and formed vigilante committees (groups who watched over the town and brought criminals to justice), early towns became more orderly, and the townsfolk felt safe.
Rules are rules. They can easily be broken, often with the response of, So what?! Rules must be enforced. But how? How can we make sure the rules are followed?
Consequences
A consequence can be good or bad. You get what you earn. There are good consequences for good deeds and behavior. There are bad consequences for bad deeds and behavior.
In a Nutshell:
To enforce rules there must be
consequences
Preventing others from learning is depriving them of their civil rights. Taking away someones civil rights is against the law. Therefore, disruptive behavior is a crime.
Come to class on time. Enter the classroom quietly. Follow the morning procedures. Begin working on the morning task.
Show respect for the teacher and your classmates by being attentive.
Raise your hand when you have a question or information to share. Use active listening while others are speaking.
Work quietly.
Work hard.
Always do your personal best.
