Kiawah, Seabrook, and Wadmalaw Islands will
welcome an incredible number of visitors to our
humble paradise by the sea. To those who are visiting for
the PGA championship, this special edition of the Island
Connection will hopefully give you a little guidance and
insight into all of the wonderful things to do and enjoy
around our islands. From quiet days spend fshing or
kayaking to being able to enjoy the only tea plantation in
America and a national award-winning distillery as well
as nationally recognized fne dining restaurants, these
islands have much to ofer.
Additionally, Johns and Wadmalaw Islands feature
a variety of farms, many of which are open to visitors.
Johns and Wadmalaw Islands are the bread basket of the
Charleston community, with the majority of our produce
coming from their rich soil. Many of the nationally and
internationally recognized restaurants in downtown
Charleston serve produce grown right here. If you have
the time, its worth it to visit and appreciate the roots of
what make Charleston such a unique area both in terms
of its history and its cuisine.
For those who live on Johns and Wadmalaw Islands,
as well as those who need to get around the islands during
the championship, this edition also includes trafc routes
and advice, as well as shuttle pick up locations and tips

aptain Tomas Robertson and
Captain James Woods of the
Charleston County Sherifs
Department addressed the Concerned
Citizens of the Sea Islands at the July
16 meeting regarding upcoming PGA
tournament trafc plans.
Captain Robertson stated that the
Sherifs Department has put together
a detailed and comprehensive plan to
deal with trafc coming on and of the
island. Robertson hopes that his 36 years
experience will enhance the efectiveness
of already instated plans to deal with trafc
issues. Te whole plan was written with
the residents in mind, Robertson stated.
When the PGA is gone, we are still going
to be here and yall are still going to be
here. We are here for you and want as
little impact to the residents of Johns and
Wadmalaw Islands. Captain Robertson
outlined eight major objectives that
Charleston County Sherifs Department
seeks to address during the tournament:
Life safety
Efective coordination to incident
activities
Collection of real time information
and intelligence to support
Incident Action Plan
Provide efective parking and
crowd maintenance
Provide additional trafc support
Ensure property safety
Little impact to residents as
possible
Captain Woods, with 34 years
experience, stated that everyone involved
with the PGA trafc plans has extensive
law enforcement experience dealing
mainly with trafc issues. We are going to
be able to respond to incidents that occur
very quickly, and clear them, Captain
Woods stated. Two key elements exist:
being able to respond, and being able to
clear.
Te Department of Transportation
will provide electronic signage on all
roads leading to and from Kiawah Island
during the PGA. Te signage will be used
to alert all trafc coming to the island
and leaving the island of any roadway
issues that may afect their transportation.
Air Support Units will alert ground
control immediately of any trafc
problems causing congestion, and the
South Carolina Department of Natural
Resources will be patrolling local waters
to address any issues with boat trafc or
problems. As for EMS, Captain Woods
stated, there will be sufcient medical
equipment to handle whatever may come
up. One motor ofcer and one EMS
will respond to any accidents and other
resources will come in if necessary.
CCSD will provide trafc direction
and control at the following intersections
on Johns Island:
Savannah Highway and Main
Road
Main Road and River Road
Maybank Highway and River
Road
Maybank Highway and Main
Road
River Road and Bohicket Road
Betsy Kerrison and Kiawah Island
Parkway Trafc Circle
Captain Woods stated that the
anticipated rush times will occur between
6 a.m. 10 a.m. and 3 p.m. 8 p.m.
Morning trafc will be inbound, Woods
commented. I would look at about an
hour, an hour and a half delay. Monday,
Tuesday, and Wednesday will be lighter
days for trafc.
Our number
one priority is to get
yall where you need
to be, Woods said.
What we do during
the tournament as
professionals will be judged by you all
in years to come. We want a favorable
report.
Councilman Joe Qualey addressed the
meeting upon closing. Ive got a lot of
confdence in the sherif and in this team,
Qualey stated. It is a huge event and it is
going to take some patience, but I think
its going to be fne.

Councilmember Terry Ahearn opened
the meeting by stating that Mayor Holtz
was on vacation. He continued to Town
fnancials, stating that the Town has an
excess of revenues over expenditures by
$82,178.89. Were running at a pretty
good pace, Ahearn stated. Were in good
shape.
Permitting a Tent for Reds Ice House
Steve Carroll from Reds Ice House
addressed the Council regarding a request
for a tent to cover the back of Bohicket
Marina during the PGA. We feel that it
would be a safety issue in the case of extreme
heat and weather, Carroll explained. We
dont want everyone slamming into small
bars and restaurants.
A permit is required to put up a tent
in excess of three days. Carroll previously
addressed the Planning Commission on
behalf of Reds Ice House with request to
cover several thousand square feet on the
front side of Bohicket Marina, but the
request has since changed to cover only the
water side of the back lawn. Te requested
cover area is 90 x 40. Its essentially the
area that we already utilize out back,
Carroll explained.
Te Council unanimously approved
the request for a tent to be placed outside
of Reds Ice House during the week of the
PGA.

I
t goes without saying that trafc is going to be tight
during the PGA Championship on Kiawah Island
this August 9 through 12. Fortunately, this issue has
been discussed and planned for in detail for more than
two years, and the PGA has provided a list of options for
PGA attendees, as well as information for Johns Island
residents to help them plan their daily commutes.
Weve been working since 2010 to create a safe and
efective travel plan for spectators said Roger Warren,
General Chairman of the 2012 PGA Championship. Its
our hope that, in years to come, people will continue to
talk about the PGA Championship as a well-planned,
memorable event.
Te Charleston County Sherifs Ofce, working with
other key public safety ofcials serving on the Trafc and
Safety Committee, has created an Incident Action Plan
to circumvent any unplanned issues away from the golf
course during the Championship.
Deputies in uniform will be posted at critical
intersections on the roadways to and from Kiawah
Island, and additional roving patrols on motorcycles will
respond to trafc incidents along the travel routes. Other
trafc control measures include tow trucks on standby
at multiple locations, and adjustments to trash and
recycling collection times.
We realize that people who are not attending the
event will also need to travel these roadways, said
Major Oliver Puckett, Charleston County Sherif and
Incident Commander assigned to the event. Please be
assured that the state, county and cities are all working
together to provide the lowest trafc impact to the local
community.
Following is a list of travel options provided by the
PGA, as well as trafc route options and advice for Johns
Island residents and motorists:

regarding roads. As you know, there
are two road issues the completion
of I-526 and the consideration of the
completed Greenway. Reed stated that
a press conference was held on July 20
where several elected ofcials showed
support of the completion of I-526 as well
as the Greenway. Te next step is to let
authorities know that we support that
decision, Reed stated.
Lieutenant Governor Glenn McConnell
and State Representative Peter McCoy
visited Seabrook on July 19. Tose
gentlemen made a good presentation,
Reed said. Tey raised interesting,
challenging, and thoughtful questions.
We were please that the Town got them
out here.
Walter Hundley also visited Seabrook
to thank the Town for putting him over
the top in the July 17 election. He thanked
the people of Seabrook and was happy to
come out.
Community Relations
Ahearn informed the Council that he
is pleased with the works of the Visibility
Committee. We have had a lot of very
positive things happening, Ahearn said.
Ads for Seabrook Island appeared in
Southern Living, in their North Carolina
circulation as well as their Midwest
circulation. Over 900 inquiries resulting
from the ad came in the frst month.
Te Mayor has taken up the task of
writing back to every person he can,
Ahearn continued. Its been a very good
campaign.
Council also carried a motion to allow
the Visibility Committee funding for a
changeable sign to be placed on the way
into Seabrook, before Bohicket Marina.
Te sign will have a permanent pole base
with arms coming of the top sides to
allow for changeable banners. Council
approved the budget of $3,000 towards
developing and implementing signage
into Seabrook.
Ahearn also reported that the Visibility
Committee would have tents promoting
Seabrook Island at Bohicket Marina
and Freshfelds Village during the week
of the PGA tournament. Brochures,
giveaways, and day passes will be given
out to interested visitors. We are trying
to tell people that we are in a welcoming
mood. We want people to see our island
during the PGA and vacation here or buy
here, Ahearn explained. Any visibility
is good for the island and good for the
homeowners. We want to be able to sell
our houses if we need.
Communications
Te new antenna placed on the roof
of Town Hall to support the ham radio
system is now up and running, making
communication during an emergency
situation more efective. We are pleased
to say everything works, Councilmember
Jerry Cummin said.
Anniversary Celebration
Te ninth meeting of the Anniversary
Committee was held on June 19.
Councilmember Ciancio stated that the

ASK THE DOCTOR
D
r. Bright McConnell, III of
Charleston Sports Medicine was
the frst surgeon to perform the
FAST procedure in Charleston. Performed
at Ropers Mt. Pleasant Hospital, this
procedure is a new advanced treatment
that quickly and safely removes the source
of tendon pain.
What is the FAST procedure?
Based on technology developed in
collaboration with the Mayo Clinic, Te
FAST procedure- Focused Aspiration
of Scar Tissue- is a minimally invasive
treatment option for tendon and soft tissue
injuries, such as tennis elbow, golfers
elbow, jumpers knee, Achilles tendonitis
and plantar fasciitis.

How is the FAST procedure preformed?
Te FAST procedure is performed
using local anesthetic to numb the area;
patients are awake and alert. During the
procedure, ultrasound imaging is used
to identify the location of the scar tissue.
Once located, a small instrument-the
size of a toothpick-is inserted into the
damaged tendon. Te instrument delivers
ultrasonic energy specifcally designed to
cut, break up, and remove damaged tissue
safely and quickly, without disturbing
the surrounding healthy tendon tissue.
Te FAST procedure is also able to
remove bone spurs at the afected joint
that contribute to the patients pain or
reduction in activity.
How is the FAST procedure diferent
from other treatment options?
Common treatment options such as
rest, pain medication, cortisone injections,
or physical therapy address the pain but
not the damaged tissue, the source of the
tendon pain. An open surgical procedure
removes the damaged tissue but carries
the risk of invasive procedures, including
damage to the surrounding healthy tissue
and a lengthy recovery time with restricted
activity.
Unlike conventional treatment
methods, the FAST procedure replicates
the goal of an open surgical procedure
by removing the damaged tissue with
minimal invasion.
How FAST is the procedure?
Te procedure usually takes 15 minutes
or less and requires only an adhesive
bandage to close the microincision.
Unlike traditional open surgeries that
may require several months of recovery,
the FAST procedure recovery period is on
average a one to two month timeframe.
Following the short recovery a full
return to the patients normal activities is
expected.

for the Fast Procedure?

join the Charleston Symphony Orchestra

Afterwards the Town will provide meals
furnished by the Club. Right now, we are
trying to fgure out a way to let the public
know if the event is cancelled, Ciancio
explained. But all in all, I am very pleased
with the work of the Committee. Tings
are falling into place.
Public Safety
Te Public Safety Committee held
their second meeting on July 11 to
conduct a review of the Comprehensive
Emergency Plan. Te Committee hopes
to create individual safety plans for each
councilmember to reference in case of
emergency, to allow for more efective
emergency response.
Councilman Ahearn expressed concern
regarding Seabrook Island emergency
funds. Right now we have about half a
million dollars for an emergency. Kiawah
has about 16 million. We have a need
to beef up our fund, and we have an
easy way of doing that. Te Town has
a $440,000.00 loan out to the Seabrook
Island Utility Commission, which can
be called on without penalty after the
frst week in November. Councilmember
Ciancio made a motion to call on the loan
promptly, with the understanding that the
Utility Commission would not have to
repay the funds if doing so would incur
penalties, unless the Town is so notifed
in case of emergency. Council passed the
motion, and the loan will stay out as long
as necessary to avoid penalties, unless an
emergency situation arises.
Town Administrator Report PGA
Town Administrator Randy Pierce
reported that all deputies and highway
patrol involved in PGA trafc control
would hold a tabletop drill Everything is
coming along really well, Pierce stated. It
will all come together and we will just have
to see what happens that week.
Utility Commission
Te Utility Commission reported
that fnancials looked good and are on
budget. Te Wastewater Treatment Project
is moving ahead of schedule. Te new
tank has been installed and work on the
drying beds has been started. Te project
is scheduled for completion the frst week
in December.
Council adjourned to go into Executive
Session.
