WHEREAS,
artsandmusicareesscntialtoahighquality,well-roundedcducation;and
WHEREAS,
nationalresearchlinksaccesstoartsandmusiceducationtoimprovedtestscores,graduationratcsandcollege
admittance-
particularlyforlowcr-incomestudentsandstudentsatrisk.In2010,
44%
of
Portland's
highschoolstudentsdidnotgraduatewiththeirclass;and
WHEREAS,
non-profitartsandcultureorganizations
playa
keyroleintheeducation
of
ourchildren,theeconomicvitality
of
ourregion,andthelivability
of
ourcity;and
WHEREAS,
budgetcutshaveresultedinasteepdecline
of
artsandmusiceducationinPortlandschools,leavingover11,500studentsin26schoolswithnoaccesstocertifiedinstructioninart,music,dance
or
dramaas
of
themostrecentschoolyear;and
WHEREAS,
Portlandschoolshavefallenbehindwithonly18%
of
ourelcmentaryschoolsofferingartinstruction(comparedto83%nationally)andonly58%
of
our
elementaryschoolsofferingmusic(comparedto94%nationally);and
WHEREAS,
citieswiththrivingartsandculturecommunitieshelpattractbusinesses,developacreativeworkforceandcreateeconomicdevelopmentopportunitiesacrossmultiplesectors;and
WHEREAS,
thisproposalwillrestoreartsandmusiceducationtoourschoolsbyprovidingstable,long-termfunding
f()r
certifiedartsandmusicteachers-ensuringaccess
to
theartsforPortlandschoolstudents;and
WHEREAS,
thisproposalwillprovidegrantfundingtoschoolsandtonon-profitorganizationsthatmakeartsandcultureexperienceswidelyavailabletoschoolchildrenandeveryPortlandresident;and
WHEREAS,
theresidents
of
theCity
of
PortlandshouldbeallowedtovotetoapprovetheArtsEducationandAccessFund.
NOW,THEREFORE,
BEITRESOLVEDthattheCouncilsubmitsanact,attachedheretoasExhibitA,entitled:
