Jail Facility: CITY acknowledges that it has sufficient capacity to deliver emergency medical protection and fire prevention services to the TOWNs future 2,500 bed detention/corrections facility, located on property currently owned by the Corrections Corporation of America. CITY agrees to timely provide Broward County, upon request, any documentation that Broward County may require to acknowledge that Pembroke Pines has the capacity, ability, and the willingness to service this facility under the terms and conditions contained herein. In the event the TOWNs annual call volume increases by more than twenty-five percent (25%) as a result of the jail facility, and that additional call volume is being handled by the CITYs personnel, the TOWN agrees to reopen contract to renegotiate cost. Further, CITY agrees that it has sufficient capacity to provide water and sewer service to the TOWNs future 2,500 bed detention/corrections facility (approximately 500,000 gross square feet of floor area), and that it will expeditiously approve a water/waste water utility agreement to provide such service, at the CITYs then prevailing rate, in accordance with state law (Citys rate + surcharge).

The size in the current agreement is 2500. This will be a condition of the Town's approval and should give the City a significant amount of income. Is the facility 1500, 1800, 2000, or 2500. I dont recall the number of beds requesting service in year 2000, but I do believe that we would have water and sewer capacity for 2500 bed facility. We follow State Law regarding all consumers outside of city limits which indicates our current rate structure plus 25%. I cant confirm or even try to guess what the City would do about this request, however you can always ask. As you know this is a very politically charged issue, and perhaps you would not want to ask at this venture. Bottom line the utility department advises that capacity is available at this time. C. From: Mclaughlin, Joe Sent: Thursday, June 23, 2011 2:38 PM To: Dodge, Charles Subject: CCA Detention Facility Mr. Dodge, A review of our files from 2006-2007 indicates that a prison site called CCA Detention Facility was submitted to our office for review of the water and sewer connections. The site was located in the Town of Southwest Ranches adjacent to the existing womens prison. The water and sewer plans were reviewed by our office in December 2006 and we had many comments. One of those comments was to execute a water and sewer agreement for properties outside of the city boundaries. The letter noted that this agreement was required to be reviewed and approved by the City Commission and all fees paid prior to any water connections. The process was stopped by the developer in 2007 and no permits were ever issued for this project. Joe McLaughlin
