Before the 2012 Debates, there was the 'Memorandum of Understanding Between the Obama and Romney Campaigns' - an agreement that establishes the rules of the debates ranging from the time limit (90-minutes), locations (Denver, Colo., Hempstead, N.Y., Boca Raton, Fla.), moderators (Jim Lehrer, Candy Crowley, Bob Schieffer), and topics (domestic policy, foreign policy, national security and economic policy).

21 pages of rules for a freakin debate. No wonder our government is so screwed up! And you need a lawyer to read/interpret it! Gov't makes even the simplest things difficult. Just a small, minor example of how our current gov't systems mess everything up and make them more wasteful of time, effort, energy, resources. There's atleast 4 copies of that 21 page agreement. For a 90 minute event.

An interesting subplot of this second presidential debate is sure to be moderator Cindy Crowley - and whether she presents follow-up questions, forbidden via the memorandum, but in the ballpark of something Crowley -- a CNN reporter, is allowed to do. Crowley is also the first woman in 20 years to moderate a presidential debate.

Paragraph 9(a)(v) says: When a candidate is speaking…TV coverage will be limited to the best of the Commission’s ability to the candidate speaking. To the best of the Commission’s abililties, there will be no TV cut-aways to any candidate who is not responding to a question (or giving a closing statement) while another candidate is doing so. So...no split screens? Rules out the window.
