WHEREAS, beginning on October 28, 2012, and continuingthrough October 30, 2012, Hurricane Sandy struck the State ofNew Jersey with high winds and torrential rains; andWHEREAS, Hurricane Sandy produced unprecedented severeweather conditions, including enormous storm surges anddevastating flooding; andWHEREAS, Hurricane Sandy has destroyed entire communitiesacross New Jersey, and left much of the State inaccessible; andWHEREAS, the damage caused from Hurricane Sandy, includingfallen trees, downed power lines, damage to roadways, anddisruptions in electrical service has produced dangerousconditions throughout the State that continue to jeopardize thepublic safety; andWHEREAS, on October 31, 2012, children and their familiesacross New Jersey plan to share in the holiday of Halloween; andWHEREAS, the hazardous conditions created by HurricaneSandy make the traditional community celebrations of Halloween,including neighborhood “trick or treating” walks both dangerousto our State’s children, and imprudent at a time when all NewJerseyans are struggling to cope with their losses; and
2WHEREAS, it is necessary to take action to minimizeadditional risks to lives and the public safety as the Statebegins rebuilding and recovering from Hurricane Sandy; andWHEREAS, on October 27, 2012, in light of the dangers posedby Hurricane Sandy, and pursuant to the authority provided underthe Constitution and statutes of the State of New Jersey,particularly the provisions of N.J.S.A. App. A:9-33, et seq.,N.J.S.A. 38A:3-6.1, and N.J.S.A. 38A:2-4, and all amendments andsupplements thereto, I declared a State of Emergency; andWHEREAS, in accordance with the N.J.S.A. App. A:9-34 and -51, I reserved the right to utilize and employ all availableresources of the State government to protect against theemergency created by Hurricane Sandy;NOW, THEREFORE, I, CHRIS CHRISTIE, Governor of the State ofNew Jersey, by virtue of the authority vested in me by theConstitution and by the Statutes of this State, do hereby ORDERand DIRECT:1. Celebrations of Halloween scheduled for October 31,2012 in all parts of New Jersey shall be held on Monday,November 5, 2012.
