Rationale

The National Service Training Program-Civic Welfare Training Service or the NSTPCWTS of Saint Louis University guided by the vision-mission and core values of the aforementioned University aims to train Louisians students to become socially responsible and as well as to be catalysts for social transformation towards a godly and responsible citizenry. The said program had created several projects which each is referred as an apostolate that are focused to any form of activity that would encourage and temporarily mandate students to be publicly accountable and socially responsible to the society while also having in mind the embodiment of the vision-mission and core values of the said University. Saint Louis University is considered to be the heritage of a community of students referred as the Louisian Studentry which is under the legitimate representation and leadership of the Kataastaasang Sanggunian ng mga Mag-aaral/Supreme Student Council (KASAMA/SSC). As stated in the KASAMA/SSC Constitution of 2000 in Article II, Section 1 and Section 2: The KASAMA/SSC is the autonomous, democratic, nationalist, and representative student government of Saint Louis University, the authority of which emanates from the students (Section 1); and that the KASAMA/SSC recognizes its role in advancing the welfare, ideals, and aspirations of the studentry, and the role of the SLU administration, Faculty, and Personnel in all aspects of human development (Section 2). Based from these excerpts in the KASAMA/SSC Constitution, the role of the said student council is important and vital to the condition of the studentry that through proper representation the concerns of the studentry may be heard and addressed by the University Administration. The Prime Movers Society or referred as PMS is the representative student organization of the Department of Social Work in the School of Humanities. PMS as an organization seeks for the development of its constituents through conducting activities that will enhance their interpersonal skills, leadership, and their knowledge as well as practice to the philosophy, principles, values, norms, concepts, methods, and approaches of the Social Work Profession towards effort for individual, group, or community development. Thus, this organization as a part of the Louisian Studentry, seeks to contribute in helping the KASAMA/SSC to gain more consensus that would lead them to attain more representation in dealing with University Administration in times where student welfare and development is concerned in their undertakings. Further, PMS also considered coordinating with SLU NSTP Office for collaboration to this agenda as it relates to the training on students taking the aforementioned subject for social responsibility, civic consciousness, and public service while bringing a positive change to the Louisian Community. Based on the yearly turn-out of voters in the KASAMA/SSC General Elections, from the year 2010 to 2012, the percentage of the Louisian Students who practiced their right to suffrage in the consecutive years would be the following: 53% in 2010, 58% in 2011, and 55% in 2012. As seen in the results, it is already noticed that a percentage of 45% to 47% werent able to choose their representatives and wasnt able to become stakeholders in that event by not able to participate in the elections. Though it may be justified that more than 50% had voted, the remainder which is close to 50% also is considered to be misrepresented that would later lead to a failure in reaching a real consensus. However, it is also close to impossible to attain a complete consensus since the students have the right to abstain at their own consent but to attain a higher rate of voters turn-out may be considered as feasible goal by at least reaching of the studentry populace which is already determined as a credible consensus in a pluralistic societys framework. To reach consensus doesnt only means representation but as well makes a psychosocial impact to the perspective of the Louisian to be socially aware and to be an active stakeholder of development in the studentry through an increase of confidence and support to the aforementioned student council that represents the entire Louisian Studentry.

Through thorough deliberation in pondering to the different propositions and suppositions of the constituents of the Prime Movers Society regarding the KASAMA/SSCs operations and performance, the said organization through its Executive Body had opened to its populace of members to make an initiative of formulating proposals that would make relevant changes in the Louisian Studentry or even just within the organization. This policy development agenda was spearheaded by H.E. Hon. Eduard Aung Colod Kyu Jr., the PMS Vice President who formerly served throughout the years on different positions in the KASAMA/SSC and of PMS as well. Thus, PMS after accepting and modifying these proposals shall proceed to its implementation. To increase the awareness of Louisians about the KASAMA/SSC and to further ensure its empowerment in coordination with the NSTP Office and KASAMA/SSC itself. The Proponent seeks to create an NSTP Apostolate on KASAMA/SSC Awareness and Empowerment which will be composed of ten (10) groups having ten (10) students per group that will have diverse tasks depending on the events in the KASAMA/SSC at a given semester in a particular concern in which for the first semester, the NSTP 2 Apostolate Groups shall be in tasked to be aware of the KASAMA/SSCs constitution, policies, and most importantly the matters concerning the KASAMA/SSC General Elections in which members are also mandated to be aware of the background, platforms, action plans, and the significant figures in each and every political party/personality duly recognized by the KASAMA/SSC Commission on Elections creating for the same purpose unbias and non-partisan resource materials comprising detailed information about KASAMA/SSC, the KASAMA/SSC Commission on Elections, the duly recognized Political Parties or Personalities participating in the said elections and their background, platforms, action plans, and significant figures. The Groups will also be in tasked to tap and coordinate the different organizations and publications both university-wide and schoolbased in distributing the aforementioned resource materials. In addition, individual group members shall also be in tasked to orient a minimum of ten (10) non-NSTP students about the different details within the resource materials after each orientation, the non-NSTP student oriented shall accomplish answering a feedback form that will test his/her aware understanding and awareness in the information that was oriented to him and shall attach a photocopy of his/her SLU id to the document. Duplication shall not be allowed and shall be sanctioned and to prevent so from happening, the id no. shall be listed and submitted the day of the orientation to be documented and posted in a daily basis at the SLU NSTP Facebook Account. As a part of the Election Awareness assistance for the studentry, the Groups will coordinate with the respective schools to tap different departments to mandate and monitor their students in attending a series of background and proposal presentations/forums with the political parties/personalities of interest. Lastly, after the KASAMA/SSC General Elections, the groups must prepare a background study of the studentry in each school in terms of population, political, social, and economic backgrounds. For the second semester, the different groups of the apostolate shall be designated into the different schools and the extra group shall be designated to the KASAMA/SSC ExeCom, Congress, and Student Court in order for them to prepare Studentry Profiles, Case Studies, and Development Plans in each school office of the KASAMA/SSC and for its high offices that would later on serve as a credible and legitimate guide for policy development and implementation. The groups are also in strictly in tasked to assist the particular KASAMA/SSC office to which they are designated and must accomplish at least Four (4) Activities for the whole semester. In the implementation of this program, the KASAMA/SSC and the Louisian Studentry would be more encouraged and enabled to work together for the general development of the Louisian Community. Its impact may be the spark of having a University to be soon known as a training ground of future leaders and public servants that would truly embody the mission to transform the society into a better one. As we train students to on their development, they will realize out of experience the importance of service and its relevance to our day to day life comprising our welfare and development. The NSTP Office, the KASAMA/SSC, the PMS, and the Studentry will not only leave a legacy but an alternative solution to the yearly problems of the studentry in terms of consensus and representation that later on affects their over-all condition.

Goals and Objectives Goals 1) To attain a credible consensus and representation of the studentry; 2) To increase the social awareness and involvement of the studentry; and 3) To empower the studentry towards cohesiveness and institutional viability. Objectives For the First Semester: 1) To prepare resource materials that would comprise the constitution and policies of the KASAMA/SSC; 2) To prepare resource materials that would comprise the background, platforms, action plans, and significant figures of the duly recognized political parties/personalities; 3) To distribute resource materials about the KASAMA/SSC and the Political Parties to all students enrolled in NSTP 1 and NSTP 2; 4) To distribute a reasonable number of resource materials about the KASAMA/SSC and the Political Parties to the different organizations and publications; 5) To orient 1000 non-NSTP students about the KASAMA/SSC and the Political Parties/Personalities; 6) To conduct assemblies of the different departments as determined by the groups for the background and proposal presentations/forums with the political parties/personalities; and 7) To prepare a brief, concise, complete, and accurate background of the studentry for each of the schools as well as the KASAMA/SSC high offices in terms of political, social, and economic aspects. Stakeholders NSTP 2 Students under this Apostolate are the direct Stakeholders of this Agenda, however, the KASAMAs role in providing access to information and allowing the groups under this apostolate to facilitate in developmental activities is also recognized.

Resource Needed: Monetary/Material Resources The over-all expenditure of the program would at least be estimated from 30, 000 pesos to 40, 000 pesos for the resource materials it will produce though it is dependent in the prerogative of the SLU NSTP Office. Human Resources The Students enrolled in NSTP-CWTS 2 who are under this apostolate shall serve as the personnel in the implementation of this program.
