Weekly Update
Good afternoon FLOs, This issue of the FLO Weekly will cover the period from March 5, 2012 to March 20, 2012. In the Intake Highlights and Analysis section, three incidents are highlighted. The incidents reflect potential indicators of activity that could be part of a plan with a nexus to terrorism. The Synopsis CIKR Sectors section includes an article from the Tacoma News Tribune on the Dams sector, as well as a piece from the Seattle Times on the Banking and Finance sector. For Training Opportunities, seats still remain for the Explosive Awareness Training to be held in North Bend and Ephrata. Registration for the training continues on a First Come First Serve basis. Finally, as you are reminded in Administrative Notes, send us your feedback on this publication and on the FLO Program. We value your insight as we continually look toward improving this publication, and the program in general. As always, thank you all for your dedication and service to this program.

As FLOs, you will be nominated and validated for access to the Homeland Security Information Network (HSIN). Some of you have already accessed HSIN, while some of you may be going through the process to gain access to HSIN remember, Patience is a Virtue! If you are having any difficulty accessing HSIN, please notify the WSFC webmaster at webmaster@wsfc.wa.gov. Reminder: The WSFC produces a daily open source document - InFOCUS (Information from Online Communities and Unclassified Sources), which is a compilation of open source articles within the realm of Terrorism, Suspicious Activities, Criminal Extremism, Organized Crime and other significant items in the news. If you would like to subscribe to InFOCUS, simply send an email to flo@wsfc.wa.gov requesting to be added to the distribution list. InFOCUS can also be accessed on HSIN Washington under the Situational Awareness/ COP tab. When you submit a Suspicious Activity Report (SAR), or Tip and Lead (T/L) to the WSFC Intake (intake@wsfc.wa.gov), please identify yourself as a FLO in the subject line. We value your feedback, and want to hear from you. Whether it be with respect to online courses we suggest, recommendations for training in the future, or the contents of the FLO Weekly, your input is paramount as we continue to strive to improve the FLO program. Training Opportunities
** The training opportunities and flyers included in this publication are provided to our FLOs as professional development opportunities. The training discussed is not part of any requirement for the FLO program and the varying venues are not endorsed by the WSFC, or DHS, unless specifically stated. ** For the WSFC sponsored Explosive Awareness Training, seats are still available in both locations. As of 20 March 2012, North Bend (24 Apr class) has 25 confirmed registrations, and Ephrata (26 Apr class) has five confirmed registrations. See attached flyer for further details on registering for the training. As articulated in the last issue of the FLO Weekly, the next iteration of the FLO Basic class will be held 10-12 July 2012. The training will be held in Spokane, Burlington, and Burien. We will be sending the Training Announcement out later this week. Additionally, we are continuing to plan for the first Intermediate FLO class, which is being targeted for the September/October 2012 timeframe. More information will be coming as planning is finalized. From the FLO Basic class, many of you requested the Arkansas shooting video, which is available on YouTube. Particularly for expanding your knowledge in the critical infrastructure realm, the DHS Office of Infrastructure Protection (IP) Training & Education link is ideally suited to meet that need.
