SUBJECT: UBCM COMMUNITY CONNECTIONS GRANT –Langley Fine Arts School Playground

RECOMMENDATION(S):
That Council endorse the UBCM School Community Connections Program grant application in
the maximum amount of $8,000 as prepared by School District #35 and Langley Fine Arts
School PAC to support their playground replacement project.

EXECUTIVE SUMMARY:
Langley School District have partnered with the Langley Fine Arts School PAC in an application
for a UBCM School Community Connections Program grant. This joint application is made to
address the replacement of their playground equipment at the school. The playground is
accessible to the community outside of school hours and its replacement will therefore have
broader community benefit.

The grant is expected to provide $8,000 of a $76,000 budget to replace the existing playground
equipment. The grant program outline and grant application (see Attachment 1) are attached
and offer further details of the grant program and proposed initiative. The UBCM grant program
will fund up to a limit of $8,000 and will consider the funding of up to 3 initiatives from each
School District in the province. This is the second application from School District #35.

The Langley Fine Arts School PAC has applied to the Recreation, Culture, and Parks division
for a $5,000 contribution under the Township’s Neighbourhood Initiative Program. The initiative
would seem to qualify under this program and staff should be able to confirm this funding in the
coming weeks. No additional Township funds are requested or expected.

On January 20, 2009 a supporting resolution from the Board of School Trustees was authorized.
(see Attachment 2) An endorsement from Council in the form of a resolution is required for all
applications under the UBCM School Community Connections Program.

PURPOSE:
The purpose of this report is to request that Council endorse this playground replacement
initiative and grant application to UBCM’s School Community Connections Program.

BACKGROUND/HISTORY:
Council received notification from the UBCM in November, 2008 for the Community
Connections 2008 “Strengthening the Connection Grant”. The notice advised Council and
administrative staff of an October 31, 2008 deadline for the first intake of applications, and a
second intake of applications that are due February 28, 2009.

DISCUSSION/ANALYSIS:
This project will allow the Langley Fine Arts School PAC to further their fund raising efforts
towards the replacement of their children’s playground. The current playground is used
everyday by LFAS students and their families, a before and after school daycare, and by the
community outside of school hours. An updated playground would compliment the visits to Fort
Langley Community Park.

Further information is included as Attachment #3 including a letter from the Langley Fine Arts
School and a description of the proposed playground.

Intergovernmental Implications:
Joint Initiative of School District 35.

Community Implications:
Will enhance playground experiences for children and families both during and outside of
regular school hours.
