B. PRESENTATIONS
1. Paul Houweling

David Esworthy appeared before Council to discuss the 2008/2009 work review and
request support for the Langley Spirit of B.C. Community Committee. He advised
that the BC 150 celebrations brought in $1.3 Million dollars into the Langley’s. He
noted that the committee works with Tourism Langley to promote visitors to Langley
as their “home away from home”. He added that their website is active, receiving
many hits from Canada and other countries such as Germany, France, India,
Russian Federation, Australia, Italy, and Spain. He stated that Spirit of BC Week will
be held February 6 – 14, 2009 featuring many events, as well as a special “One
Year Countdown to the 2010 Olympics” event on February 12, 2009.

3. William Mozell

William Mozell appeared before Council to discuss the Brown Road Pit Expansion
(240 Street and 68 Avenue) and Provincial Government proposal for open mine pit
to extract gravel for the Gateway Project. He commented that he had concerns
relative to private wells in the area should the proposal proceed, specifically water
quality and groundwater protection, environmental implications, and compensation.
He advised that area residents had written to the Province stating their opposition to
the proposal and he then requested Council to support them in urging the Province
to relocate the project.

Rebecca McDiarmid appeared before Council to discuss 240 Street and 68 Avenue
gravel extraction and danger to the Hopington Aquifer. She commented that she
had concerns relative to noise, dust, water quantity and quality, lack of public
information, and devaluation of property should the open gravel mining pit proceed.
She requested Council revoke approval for the project and acquire the land for the
Township for park use.
Marian Moats appeared on behalf of her husband before Council to discuss Brown
Pit re-opening and gravel extraction. She stated that she was opposed to the
proposal and stated concerns relative to water quality and quantity, fill type,
drainage, disruption of agriculture use of land, and protection of wildlife habitat
should the project proceed. She requested Council to support the community
opposing the re-opening and gravel extraction of Brown Pit.
6. Karren Winther

Karren Winther appeared before Council to discuss proposal to re-open Brown’s Pit
for gravel extraction to be used for 216 Street overpass. She commented that she
had concerns relative to water quality and quantity, compensation, degree and
magnitude of gravel extraction, damage to Hopington Aquifer, and devaluation of
property. She noted the lack of opportunity for public input and requested Council’s
support in opposing this project.
7. Faith Dahl

Faith Dahl appeared before Council to discuss the proposal by the Provincial
Government for opening a new mine for gravel extraction at Brown Pit, a highly
sensitive area of the Hopington Aquifer. She commented that her family runs an
organic-based farm in the area. She advised that she had concerns relative to
damage of Hopington Aquifer, water quality and supply, quality of living, wildlife
habitat protection, increased traffic, and property devaluation. .

K. MAYOR’S REPORT
1. Mayor Green reported that he has met with a variety of residents on a variety of
needs and concerns. He advised that he attended meetings regarding the
Aldergrove Border Crossing, the 2010 BC Summer Games Nominating Committee,
and Finance Committee, as well as many others in the course of his duties.
1. The following information was brought forward from the January 12, 2009
Special Closed meeting:
Community Member Appointments to the South Fraser Family Court and Youth
Justice Committee
That Council appoint Michael Jackstien to South Fraser Family Court and Youth Justice
Committee for a 2 year term commencing January 2009 to December 31, 2010.
Q. OTHER BUSINESS
Be it resolved that a public hearing style of Council meeting be held following the
open houses so that all members of Council can hear from the residents.

Whereas Langley Township has been preparing various options to take to the public
for consideration and review, including presentations to Council from citizen groups
and individuals; and
Whereas all of those options involve using farmland and sensitive environmental
areas; and
Whereas the Township of Langley will be facing critical financial challenges due to
the global economic downturn - and the federal and provincial governments are
talking about looming deficits, forcing local governments to carefully evaluate their
priorities; and
Whereas the majority of the traffic safety problems and congestion at the
T-intersection are caused by having two railway crossings too close together;
Be it resolved that Langley Township Council direct staff for safety purposes to close
the T-intersection at Mufford Crescent, such as putting up proper fencing along the
tracks and/or cement blocks to impede traffic; and
That Mufford Crescent become a local traffic only road, making it safer for existing
businesses to operate, with a cul-de-sac created (as necessary) west of the train
tracks; and
That any Township of Langley funds currently set aside for the proposed Mufford
overpass and new road project be directed to improvements to 208 Street from the
62 Avenue border with the City to 96 Avenue, where there will be connections with
the Golden Ears Bridge; and
That the 208 Street upgrade also include completing the 208 Street/Highway #1
overpass by:
(a) expanding it to four lanes; and
(b) creating on and off ramps, if feasible; and
That the Township of Langley apply for funding to both the Provincial Government
Gateway Project, TransLink and any federal government infrastructure grants for the
improvements to 208 Street and highway interchange.

4. Councillor Richter provided the following Notice of Motion for consideration at the
next Regular Council meeting:

That Council refer Mr. Houweling’s delegation request to the RCMP to address his
concerns as best as they can.
5. Councillor Richter provided the following Notice of Motion for consideration at the
next Regular Council meeting:
Brown’s Pit
Whereas opening the Brown’s Pit for gravel extraction will create considerable
difficulties in the surrounding neighbourhood and could significantly and adversely
impact water quality and quantity in the Hopington aquifer; therefore
Be it resolved that the material from the Brown’s Pit delegations of January 19, 2009
be referred to staff for a report and a recommended action plan to stop the re-
opening of this pit for gravel extraction.
6. Councillor Kositsky provided the following Notice of Motion for consideration at the
next Regular Council meeting:
Be it resolved that the Township of Langley formally apply to the regional district to
increase its representation on the Board of Directors.

Emergency Response
Whereas members of Council expressed concern at the January 12, 2009 Council
meetings regarding the service provided by our emergency personnel during the
snow and flood period of December 13, 2008 to January 12, 2009; and
Q. OTHER BUSINESS
Be it resolved that Township of Langley Council direct staff to write to the heads of
police, fire and ambulance services in the Township of Langley requesting a written
report from each party and asking for comments on:
Whereas there is a great need for improved transit service to Langley (especially
now with the closure of the Pattulo Bridge); and
That service operate from Surrey Central or King George Skytrain Station direct to
Langley Centre in a similar fashion as the above routes.
