Lazo and Kristian R, Ablan A_ RESOLUTION DECLARING THE LAOAG CENTRAL ELEMENTARY SCHOOL A PROVINCIAL CULTURAL PROPERTY WHEREAS, the Laoag Central Elementary School was built in 1929, after the property, owned by the Roman Catholic Church, was donated to Laoag by Nueva Segovia Bishop Santiage Sancho in 1924; WHEREAS, the Laoag Central Elementary School is a Gabaidon-type school building, its initial construction having been funded by Act 1801, sponsored by Rep. Isauro Gabaldon; WHEREAS, the Laoag Central Elementary School is an inherent part of the history of the province, with generations of Hlocanos having studied in the building: WHEREAS, the Laoag Central Elementary School is a significant Gabaldon-type school building, and with two floors is at present, rare and uncommon; WHEREAS, the Laoag Central Elementary School at eighty years of existence has become a historical landmark of the Province of locos Norte and needs to be protected by the government as a Provincial Cultural Property; WHEREAS, Section 16 of the Local Government Code empowers local government units to ensure and support the preservation and enrichment of culture: NOW, THEREFORE, be it Resolved, as it is hereby Resolved, to declare the Laoag Central Elementary School as @ Provincial Cultural Property; to prohibit the issuance of any permit for demolition of buildings at least fifty (50) years of age within the school property; and that construction, addition, repair, and renovation within the property shall be undertaken only upon prior approval of the National Commission for Culture and the Arts through the National Museum or the Committee on Monument and Sites, which shall supervise the same; The Commission shall approve only those methods and materials that strictly adhere to the accepted international standards of conservation RESOLVED FURTHER, to transmit 2 copy of this Resolution to the National Museum, the National Commission for Culture and Arts, and the City Government of Laoag, Approved, / SH
