fourUnitedNations(UN)MilitaryObserverstolosetheirlivesasaresult
of
an
attack
on
theirPatrolBase
in
SouthLebanon.TheBoardbeganitsdeliberationsbydevelopingaconceptualframeworkandachain
of
events.Theconceptualframeworkoutlinedthevariousactorsengaged
in
thisincident,anddescribedtheirlinkagesandgovernancestructures.Thekeyactors
in
thiscasewerethe
UN
in
theMissionArea.the
UN
Headquarters
in
New
York,Canada(CEFCOM)andtheIsraeliDefenceForces(IDF).Thechain
of
events
was
achronologicaldescription
of
theeventsassociatedwiththeincidentandwasdividedintosemidiscretesegments:Pre-Deployment:Deployment;RoutineOperations;Crisis;
Incident
IncidentResponse:and,Repatriation.EffortsweremadetoobtaindocumentsandaccesstopersonnelwithintheIDF,
UN
andCanada.Theefforts
vis-a-vis
Canadaresulted
in
documentaryevidencebeingsuppliedbytheSJS,CD!,andCEFCOMaswellastestimonybeingprovided
in
aseries
of
14
fonnalsittingswithCFmembers.MrsCynthiaHess-VonKruedenerrepresentedthefamilyandparticipatedinalloftheformalsittings.RegardingtheUNandIDF,the
Board's
requestsforaccessweredenied.
In
thecase
of
the
IDF.
anon-papersummarizingtheresults
of
theirinternalinvestigationwasprovidedtoCanada,however,thisreportlackedsufficientdetail
to
explorecertainissuestotheirfullestextent.Regardingthe
Board's
requestforaccess
to
UN
personnelanddocumentation
it
toowasdenied.
The
Boardhoweverbenefitedfromreceivingacopy
of
the
UN
BOIreport,and
in
theUN'sterms,thisreportwasprovidedunder"exceptionalcircumstances".MajorHess-VonKruedenerwasselectedforemploymentasa
UN
MilitaryObserver(UNMO),anddeployedtotheMiddleEast
in
October2005.UponarrivalintheMiddleEast.Major
Hess-
Vonwasdispatchedtothe
UN
TruceSupervisionOrganisation(UNTSO)Headquartersforadministrativeprocessingandindoctrinationtraining.HethentraveledtoSouthLebanon
to
join
Observer
GroupLebanon(OGL).AfterarrivingatOGL,
he
continuedwithmoreindoctrinationtraining,andwasassignedtobeamember
of
TeamSierra,thenorthernmost
of
thefourteams
in
OGL.Asanewmember
of
theTeam,heparticipated
in
andcompleted
an
"apprenticeship"period.HeremainedinTeamSierrafortheduration
of
hisdutyinLebanon.Duringtheconduct
of
routineoperations,theUNMOs'focuswason··observingandreponing".Taskswouldincludemobilepatrolling,liaison,investigations,temporaryobservationposts,
and
staticobservationfromthePatrolBase.Effortsweremadetoobserveandreportonissuesthat
could
threateninternationalpeaceandsecurity,andaparticularattentionwaspaidtothestatus
of
militaryforces,socia-economicconditions,andterraindatafromtheArea
of
Operations(AO).
OGL
was
agroupfromUNTSO,however,theyoperatedunderOperationalControl
of
theForce
Commander
UN
InterimForceinLebanon(UNIFIL).Tasksconducted
by
OGL
directlysupportedthemissionandmandate
of
UNIFIL.
The
Israeli-l1ezbollahcrisisbeganon
12
July2006withthekidnapping
of
Israelisoldiers.
Clashes
betweentheIOFandHezbollahescalatedtothepointthattherewasalargescaleprotractedlandincursionintoSouthLebanonbytheIDF.Thenature
of
thecombatoperations\vasveryfluidandthe
Chief
of
Staff
of
UNTSOcharacterized
it
as"notatraditionalmilitarv
'front'
allthroughthearea,butpockets
of
operations".
