Kaspi and Kareli municipalities


host SIIMS project discussion
Care International in the Caucasus and CSO CiDA organized a meeting
with the heads of Kareli and Kaspi municipalites. The meetings were
held as part of the project "Stabilization and Integration of IDPs into
Mainstream Georgian Society" (SIIMS) that is trying to improve the
livelihood of IDPs (Internally Displaced Persons) in the region as well as
creating socio-economic ties between IDPs and local communities.
Heads of Kareli and Kaspi Municipalities along with the project staff
discussed and analyzed the current problems in the IDP settlements
and agreed that number of identified problems will be arranged
through the state budget 2013.
The SIIMS project has been jointly implemented by CARE Norway and
CARE International in the Caucasus along with local implementing
partner - CiDA.

Project presentation

CiDA has participated in the meeting organized by the European

Union delegation in Georgia. The aim of the meeting was to present

the projects that became the winners in the grant competition


European Instrument of Democracy and Human Rights.
EU has selected 15 Georgian and European non government

organizations for carrying out the projects in Georgia. The project's

aim is to support human rights, democratic reforms, the supremacy

of the law and good governance.

CiDA presented the project named Support for Juvenile Justice

Reform in National Minority Communities of Kvemo Kartli and

, ,

Samtskhe -Javakheti that assists reintegration of the juvenile

probationers of all ethnicities in Kvemo Kartli and Samstskhe-

Javakheti into their communities through new knowledge in

professional and general education.

Project Helps Reintegrate Problem


Youth
As part of the project initiated by CiDA aptly titled Public Benefit
Activities, juveniles in conflict with the law visited the Georgian State
Museum of Theatre, Music, Cinema and Choreography. During their
visit they were shown exhibitions, the library halls and received
historical information about the museum.
The juvenile probationers met with the museum's director Giorgi
Kalandia. He told them many interesting details about the museum and
Georgia's cultural heritage. The meeting continued with a question and
answer format. This piqued the interest of the youths, as they were
informed of the museum's future plans and the unique items that are
preserved in the museum. At the end of the meeting the young
probationers expressed their gratitude to the museum staff for their
warm welcome and decided to visit them in spring when the new halls
will be fully renovated.
We frequently visit numerous interesting places, but today's
meeting was most interesting and impressive for us. I did not even know
this museum existed. We have learned a lot from this meeting and
many things became clear. We were shown theatre costumes,
memorial belongings, some of the collections of the theatre and
various decorative arts. My friends and I have decided to visit this place
more frequently and use the library which is consists of many unique
books, one of the probationers said.
According to the project manager, Nino Shoshiashvili, such activities
assist juvenile probationers integrate into society. Our goal is to hold
the kinds of events that will be fruitful and those that will raise
awareness among them, by which they will be introduced to a number
of interesting historical facts and receive a lot of information, she said.
Project Public Benefit Activities is financed by the Ministry of
Justice of Georgia. The event has also been held as a part of the
Support for Juvenile Justice Reform in National Minority Communities
of Kvemo Kartli and Samtskhe Javakheti project, funded by the
European Union.
CiDA plans to hold similar events in future.

R-CSN calls for the following actions:


They call on the Government of Georgia to launch a dialogue with
society about the possible ways of future development; to involve
civil society organizations into the establishment of reform
concepts for different state institutions; and to inform society
about existing views.
To create a commission/working group which will create a
platform for "restoring justice" within a short period of time. The
Commission/working group has to select firm criteria based on
which restoration of justice will be performed and which will
exclude suspicion of political persecution against the arrested;

R-CSN gives recommendations to


the government of Georgia
Regional Civil Society Network (R-CSN) released a special
statement regarding the ongoing processes in the country and
provided some recommendations to the newly elected
administration.
A statement, signed by twenty one CSOs, assesses the past four
months since the parliamentary elections took place in Georgia,
and states with regard to the current cohabitation challenges:
instead of aiming for co-existence and development, the only
thing we are observing is a fulfillment of the 'order of society to
restore justice.
According to the statement there is a dangerous tendency to
disrupt the activities of local governments, divergent responses
on issues of minority rights provided by different state
institutions, and questions about the effectiveness and fairness of
the personnel policy within the public sector.
The statement recalls the time of the previous government, which
despite their success in many areas, did not open the door for
participation of civil society in the development processes and so
isolated itself. This manifested in systematic errors, selective
justice, politically motivated human resource management in
public sector and lack of transparency.
Under these circumstances, it would be better if the government
focuses on the analysis of systemic problems. Without passing
this stage, the detention of those suspected of minor crimes are
given the impression that their detention is based on political
revenge. It is worth mentioning that without systemic analysis the
new government has been given the opportunity to carry out
selective justice. The public interest is not just punishing
individuals working within system, but the abolishment of an
unfair system, the statement says.

To terminate interference in the activities of local selfgovernment and to set up a mediation tool, which will investigate
cases and ensure problem solving via the involvement of
stakeholders;
To establish efficient human resource policy for the public sector
which must be based on principles of professionalism and not
political preferences;
Ensure the protection of human rights regardless of ethnicity,
religion, or political affiliation.
Members of the CSO regional network express their readiness to
do their part in ensuring the democratic development of Georgia
is irreversible. They are ready to take part in discussions, offer
their experience and expertise and work with all stakeholders in a
constructive manner, pooling efforts together towards political
stability and the pro-Western development of Georgia and this
call is addressed to the authorities, opposition, civil society and
the international community.
The R-SCN project began last year and is being carried out by
CiDA. It also enjoys the support of USAID's Policy, Advocacy and
Civil Society Development in Georgia (G-PAC) project. The goal of
the network is to consolidate the efforts and resources of the
regional organizations and its activists to monitor the problems
occurring in various places in the regions of Georgia and find
adequate solutions locally.

Juvenile probationers impressed


with wood working
As part of the project Public Benefit Activities, initiated by

working lesson. Woodcrafter Oliver Shvelidze delivered a

lesson to the young probationers and explained to them the

art of wood craft and shared his knowledge to them.

At the end of the lesson, juvenile probationers observed the

crafted wood objects made by Shvelidze and his students.

R-CSN holds focus group meetings


in Georgia's regions
CiDA, in the frames of Regional Civil Society Network (R-CSN)
project, brought together partner organizations in Georgia's
regions to hold focus group meetings. The meetings took
place in ten regions of Georgia: Shida Kartli, Kvemo Kartli,
Kakheti, Mtkhseta-Mtianeti, Imereti, Samegrelo, Guria,
Adjara, Racha and Samtskhe Javakheti. The aim of the
meetings is to conduct social surveys in those regions using
questionnaires. After gathering data, problems will be
identified in each regions of the country that needs urgent
response and solution.
After gathering those
questionnaires, report will be presented to the local
governments of the regions.
R-CSN was established on December 21, 2012 and it is being
carried out by the Policy, Advocacy and Civil Society
Development in Georgia (G-PAC).

Juvenile probationers at
Marjanishvili Theatre
Juveniles in conflict with the law along with representatives
the Rustavi Youth Center visited Kote Marjanishvili State
Drama Theatre to see a play University of Laugh staged by
Levan Tsuladze after Japanese drama writer Koki Mitani.
Young probationers have been impressed with the artists
professionalism and performance. University of Laugh is the
winner of the drama festival Duruji.
CiDA thanks Marjanishvili Theatre staff for their support and
help.
