Consultancy Offered for Organic Farming

I am an organic farming consultant and have been using the 1,000 year old Indian system of VRIKSHAYURVEDA to convert farms, gardens, orchards and plantations from conventional, chemical production to organic production in a few months' time for the past few years. Mango, banana, guava, pomegranate, orange, sapota, grape, strawberry and all types of fruit orchards will benefit greatly from adopting this system and save upto 25-30% on current input costs. Similarly, paddy, wheat , pulses, cotton and oilseed farmers; growers of medicinal and aromatic plants, cut flowers and vegetable growers will get better quality and a higher quantity of production by adopting this method. Very little has been written about the system I am using although it is as old as the hills. I prefer to come and train the farmers and growers on their farms/orchards/plantations by giving hands-on demonstrations. One week is sufficient to learn the basics of this system. Dehsetiler - Grain Storage Systems

Manufacturers and suppliers of grain storage systems and silos. Based at Turkey
Dehsetiler Ltd. was established in 1998 in Turkey. Mr. M. Melih Yurter is the chairman of Dehsetiler Grain Storage Systems. It manufactures grain storage systems, silos, and handling equipment for the last 20 years. The company has got business links in 42 different countries which are mainly grain producing ones. This year the company wants to enter Indian market as India is becoming a powerful player in the grain market. The company feels that in future, India will have some investments on grain sector such as flour mills, new rice mills etc. Storage is one of the most important points

Melih Yurter when one grows grain. In India, the storage systems for agriculture products are old systems and one can see a lot of wastage. Dehsetiler Ltds Chairman Mr. M. Melih Yurter says, Grain products prices are going up every year and wastage is also mounting. Hi-tech storage facilities are the only solution to cut down the losses. We are entering Indian market to show that we are a storage company. We hope we establish a good contact here which will benefit both of us. During our visit to India, we want to study the Indian market as much as possible. We need some partners and these partners should have a technical infrastructure about the grain. That doesnt mean that they have to know everything about silos, and we supply technical infrastructure to them. This is our interest, adds Mr. Melih Yurter. Right now, in India, we focus on identifying some good technical partners to work with. We treat them like dealers. We dont ask any deposit from them, but we want them to be serious, honest and having good contacts in this field. Thats what we want. SPECIAL COVERAGE - SEEDS

Ganga Kaveri Seeds

Hyderabad based seeds producer soon going to launch maize, cotton and paddy millet seeds
the help of well-equipped laboratories, research stations, collaborations and programs within and outside India. Apart from North East and Kerala the company operates one way or the other by selling their seeds in the rest of states in India. Mr. Ramana Rao is the CEO of the company. He is a Masters degree holder in Botany from Vishakhapatnam, Andhra University with specialization in genetics. Then he joined EID Parry India Ltd., and worked there since 29 years in seeds field. He worked in R & D, productions, processing, quality assurance, sales and marketing. He joined Ganga Kaveri Pvt. Ltd., 1 year and 3 months back. Mr. Ramana Rao says Ganga Kaveri is company for the entire year. That is a major challenge, adds Ramana Rao. Maize and rice has got potential for growth. These are two important crops. Drought tolerance is an important factor and key requirement of Indian farmers since monsoon is very erratic. Once these crops are through the drought tolerance then farmers can benefit a lot. If you take rice and maize cultivation of 10 years, both these crops are more or less stabilized. Any yield growth has to come from other factors other than increase of area. Here biotechnology will play a major role, opines Ramana Rao. Genetically modified seeds are available only in one crop i.e., cotton. For other crops, still there are no genetically modified seeds

Ramana Rao

anga Kaveri Seeds Pvt. Ltd was started 40 years ago as an informal family business. Later on it was converted as a private limited company in 1983. It was established in Hyderabad, Andhra Pradesh. They are one of the first to start seeds industry in the country dealing in bajra, cotton, jowar, maize, paddy, sorghum and sunflower. Now, the company has got a full-fledged research and development, production, processing, quality control, sales and marketing of seeds. Mr. Ramana Rao is the CEO of the company. Ganga Kaveri Seeds Private Limited was the brainchild of Mr. M. Narasimha Reddy, a progressive agriculturist in a small village Maktha in Karimnagar district of Andhra Pradesh. He was the recipient of the Krishi Pandit award by the Andhra Pradesh Government. He recognized the need for growing seeds to meet the farmers requirements and thus promoted a firm called Ganga Kaveri Agricultural Farms in partnership with his eldest son Mr. M.V. Reddy. Ganga Kaveri started its seeds production work in association with Rockefeller Foundation and National Seed Corporation (India). It was in the late 70s the Ganga Kaveri Group ventured with its production processing distribution towards northern states of India with a production & distribution agreement with Pioneer Seeds of USA. During this period, Mr. Srikanth Reddy, a B.Sc., major in Agriculture and second son of Mr. M. Narasimha Reddy joined the company to strengthen the company. It ventured into northern states and started marketing seeds in Punjab, Haryana and parts of Rajasthan. When Pioneer Seeds decided to withdraw their license, the company started their own R & D and now its full-fledged company dealing in seeds. Thus Ganga Kaveri Seeds Private Limited company was established in 1983 as a registered private limited company and started its operations from Hyderabad. Ganga Kaveri carries out Research and Development and other scientific activities with

going to launch 3 new products maize, cotton and paddy millet during the month of May, 2013. There are 15-20 companies really concentrating on Research and Development in seeds and can sustain competition. But small companies definitely will have problems facing the competition with heavy investments in R & D and biotechnology. The main challenge will be large seed loss and legislation. Legislation in one way its good and in another way its bad. Good in the sense, whatever research one has done, he will be recognized and get a protection from piracy. That is a good thing. The other side of legislation is, the overall legislation creates a lot of problems for genuine companies. Law is always good, there is nothing wrong with the law, but implementation and interpretation at local level becomes difficult. Sometimes, even a small thing can become a big issue and the license can get cancelled or stopped. The seed business being seasonal, any problem during a particular season can affect the overall turnover of the

in India. Worldwide, genetically modified seeds are used in most of the crops, but in India only cotton is the only crop for which genetically modified seeds are used, i.e., BT Cotton cultivation. BT technology has got a gene which is toxic in nature for insects. There is an insect called bollworm which cuts the leaves. As soon as it cuts the leaves, the poison will go into it and the insect will die after sometime. Thats how the farmers can concentrate on cultivation. This used to cause lots of yield loss earlier. With the introduction of bollworm technology, i.e., BT technology, the loss due to bollworm has come down considerably. That is one benefit of the technology, says Ramana Rao. With increase in labour cost and time availability for investing in other agricultural crops, a shift from normal agricultural to forestry species with high commercial returns has been observed. Mr. N. Satish Kumar is partner of Parvathi Plantations and he is a D. Pharma graduate and got 30 years of experience in agriculture field. Mr. Satish Kumar says first I thank Dr. Sham Vishwanath. He helped me a lot in establishing sandalwood cultivation and other scientists gave me saplings free of cost. We have been trained by the scientists from from Mysore Soaps and Detergents, Mysore Sandal Oil factory and some NGOs and even some enquiries from Gulf countries. As for export, we are not in touch with anybody. He recollects we are a group of progressive farmers, with innovative ideas and experience in commercial ventures with high value crops. We have entered into sandalwood cultivation from the year 2007 initially in 3 hectares with the help of IWST we have up to 10 hectares of sandal plantations as on date. We harvestarted sandal nursery for promotion of sandalwood cultivation in private

arvathi Plantations was estab lished in Bevinahalli Hobli, Chickballapur District, Karnataka in 2007. The total area of the farm is 20 acres and only scented sandalwoods are grown. Mr. N. Satish Kumar is the partner of the plantations. Sandalwood is the fragrant heartwood of the species Santalum album L. The Sandal tree is of great economical importance because of its scented heartwood which yields very high commercial returns. Sandal tree is a hemi parasite which requires a host tree for absorption of few minerals from the root system of the host tree. The current demand of heartwood would fetch around Rs. 4,000 5,000/ kg of heartwood and the oil costs around Rs. 1- 1.25 lakh/liter. All the parts of the tree are commercially important with guaranteed high returns. Heartwood being the highest valued part of the sandalwood tree, followed by the mixed wood and sapwood. Even the seeds are sold at a market price of around Rs. 300 500/kg and leaves are also used as fodder. Sandal tree is a small evergreen tree attaining a height of 12 to 15 meters and a girth of 1 to 2.4 meters. The shape of the leaves vary with six morphological types recognized widely. The stem gradually turns brownish and becomes hard after one year of planting. The bark is reddish brown or dark brown and red inside, the outer most sapwood is white in colour and scentless, whereas, central core wood called heartwood is yellowish to brown in color and highly scented. The tap root system is not deep and lateral root runs almost parallel to the ground and the young rootlets produce haustoria. Root system contains the highest oil content in the tree. Variation in heartwood and oil content depends on genotype (source) and edaphic (soil and climate) conditions. Sandalwood cultivation is a very high lucrative investment with guaranteed returns. Establishment of sandalwood cultivation requires a very less investment and low cul-

Institute of Wood Science and Technology (IWST) and they converted our farm as a demo plot to train farmers and students from all over India. Our saplings are well maintained by scientific methods and seeds are plucked and treated accordingly. I saw an ad in a newspaper and I wanted to develop my lands to get more returns with low labour cost, Mr. Satish adds. Establishing a sandalwood plantation is very easy but protecting it is very tough. One cannot expect any returns for about 12 to 15 years. One must invest and wait. There are two varieties in sandalwood, Santam Album L and red sandal. I am cultivating Santam Album L. We are in touch with Institute of Wood Science and Technology and IIHR. They are guiding us in proper way as how to take care in each step of the growth of the saplings, says Satish. Mr. Satish adds there is high demand in the domestic market. We have had an enquiry

Apart from seeds and seedlings, we do provide consultancy for sandalwood cultivation based on the request of the farmers and also we do setup complete sandalwood plantations right from land preparations, planting to one year maintenance and later on hand over to the farmers/ organizations, Mr. Satish adds. The tree invariably comes up well irrespective of application of chemical fertilizers. The remarkable difference noticed in growth of melia dubia is when irrigation is used during summer and soil organic matter percentage is high. Further it is understood from the study of melia dubia in farmers fields that the response of the melia dubia to synthetic chemical fertilizers is not remarkable, whereas soil organic matter and soil depth is enough to allow fast establishment of roots. He further lists the factors responsible for economic harvest of melia dubia: 1. Enough water through rainfall or irrigation 2. No water logging; drainage is important where flooding for long period is possible 3. Soil should be rich in organic matter available either naturally or addition to soil through FYM, vermicompost, or other compost 4. Cured pressed mud is excellent and balanced nutrients for melia dubia is essential 25 kgs per tree per year is enough 5. Addition of VAM, azospirillum, phosphobacteria, and speudomonas. t.viride is advocated as it has long term impact 6. Basal application of rock phosphate is a nice idea 7. Intercrop of leguminous family may be recommended during early years of tree planting 8. Instead of synthetic chemical as nutrients, organic nutrients play a vital role in fast growth of melia dubia with quality timely yield in about 9-10 years 9. If soil is marginal and poor in terms of soil organic matter and nutrients, shallow depth of soil and water problem, then it is advocated to supply abundant quantity of organic matter in any form available in your location and NPK mixture at the rate of 2550 grams per tree, two times, during onset of monsoon

Melia Dubia Propagation

Melia Dubia cultivation is done primarily in Tamil Nadu, Karnataka and parts of Andhra Pradesh due to favorable climatic conditions. The tree is gaining awareness now and the pioneers in the field are not more than 4-5 years old. Plywood manufactures have shown interest in procuring the wood for veneering. Here is a summary of the discussion in AgricultureInformation.com on the correct way to propagate melia dubia plants

chamber conditions. This way you can do vegetative propagation. We have done and succeeded.

Nutrient Requirement of Melia Dubia

Savera Farms, Tamil Nadu enquired about the fertilizers to be used on one of their plots in the farm which exhibited stunted/ slower growth than rest of the trees. The farm carried out a soil test for major nutrients and discovered the soil was low in major nutrients. Member Carnay says, Melia Dubia is a fast growing tree. The nutrients requirement for Melia Dubia has not been worked out but research is underway. However it is being grown in different climatic and soil condition in India. Some farmers have applied chemical fertilizers whereas some others have not applied any fertilizers.

Propagation of Melia Dubia

Melia dubia are generally propagated by seeds itself by direct sowing or by planting out seedlings or stumps. Close to 85% germination may be expected in the first 2 months. Propagation of melias dubia through vegetative means is difficult but can be done. Mr. Srinivas. K advises, Take thick cuttings of melia dubia and keep them in any rooting media like sand or vermiculite and keep it in mist chambers. In 10 days new shoots start coming from the thick cutting. Take these shoots and root them under mist

avera Farms was established in 2010 by Mr. Kaustubh Johri, Managing Partner, who is from an Engineering background. The farm is based in Vettikulam village, Sivaganga district, Tamil Nadu. The Company has over 90 acres of plantations comprising mango, melia dubia, moringa and fodder. In 2013 we will be focusing on animal husbandry, namely goatery. Eventually, we would also like to get into value addition products related to moringa, mango and meat processing maintains Mr. Johri. Speaking about the challenges faced, he says, We have been operational for about 2 years now. The learning curve is steep and there are many variables involved for a successful crop. It is imperative to document all experiences, processes and schedules to understand what worked and what did not. It takes a while to understand the soil and efforts should be made to enrich it periodically. We do this by cultivating soil enriching herbs like daincha for nitrogen fixation. Marketing Challenges : Mr. Johri says, The biggest challenge today is the marketing of produce for the farmer. Many short term crops are still sold via brokers and that significantly decreases the margins for the producer. Last year, when we realized that agents were offering us rock bottom prices for watermelon, we undertook the task of marketing the produce directly in Sivaganga farmers market. We were able to 10. Study your location and devise you nutrient application accordingly

to 6th year. Of course like any other cultivation there are multiple variables like soil, water, climatic conditions and external forces like alternative supply of raw material. Different farmers have tried multiple grid sizes ranging from 10ft x 10 ft and 20 ft to 20 ft. Farm Mechanization : The company has as a 18 hp mini tractor for ploughing which is easy to maneuver through mango and melia dubia plantations. It also has battery operated sprayers for its watermelon crop. This is to increase efficiency and reduce labor. While battery operated sprays work well for shrub crops like watermelon, it was not sufficient for Moringa trees. he clarifies. He adds, For moringa trees which are about 6 7 feet tall, the farm employs a tractor mounted pump with 50 m long hoses. Machinery and implements can be quite capital intensive, the investment is realized in terms of efficiency, effective task operations and less dependence on labor. Our Correspondent For more information, contact : Mr. Kaustubh Johri, Managing Partner, Vettikulam Village, Sivaganga district., Tamil Nadu, India, Tel : 094450 76595, Email : kjohri@gmail.com, Web : www.saverafarms.com fast growth, you have to create an environment similar to one that prevails in a forest. Mr. A Sivakumar, Priya Nursery Garden says, The melia dubia plant is forestry plant. So usually we never expect uniform growth. Agricultural and horticultural plants are cultivated in fertile land and the growing conditions controlled. My personal observations in melia dubia plantations is that initially, for one year, we never apply any kind of fertilizer organic or inorganic. The melia dubia will get established and accustomed to the concerned land. After one year apply urea, DAP and potash each 10 grams in every three months intervals. Selection of melia dubia seedlings is very important for healthy growth. It is not advisable to go for the clones of melia dubia plants. Finally organic fertilizers like well ripped cow dung manure and vermicompost can be used. Our Correspondent Share your views and opinions at http:// bit.ly/QIQWwZ

sell the produce at 75% of the retail rate, as compared to 30% of retail rate offered by agents. While marketing the produce directly may not be always feasible, it is imperative for the progressive farmers to form produce cartels or consortiums to take advantage of economies of scale. Methods of Propagation of Melias Dubia : Melia Dubia can be propagated by seeds as well as clones. Germination rate by seeds is close to 10-20% but has a good root development on the field. While plant propagation is not our forte, reliable sources have stated that deep tap root system is lesser in cloned varieties, says Mr. Johri.Regarding yield of melia dubia, Mr. Johri says, Conservative estimation of 10 to 15 cubic feet should be attainable by 5th soil fertility condition. I would also recommend spraying panchagavya to these plants and see the results in 2 3 months. Apply jeevamirtham to the roots at once in 15-day frequency. The cost of panchagavya application to a tree will be very less compared to that of the chemical fertilizers. It also boosts the immune system of the tree and makes it drought resistant. Mr. KS Raj says, Melia Dubia is a forest tree and grows naturally. To get good and

Use of Organic Manure

Ms. Ashwini advises, Since the organic carbon content is low, it is advisable to incorporate a lot of organic manure. Please use well decomposed sheep manure, poultry manure, vermicompost. All these are known to have high nitrogen content and will improve the plant stature gradually. Since melia dubia is a fast growing tree you can also incorporate 20.20.20 at 25 to 40 g per tree twice in a year. You can also adopt inter-cultivation of leguminous crops which will gradually increase the soil nutrition. Mr. Hari Prasath U, Hari Agro Products, too advises enrichment of organic matter in soil. You need to add as much natural substance as the plants need in the long run. Make your own vermicompost. I would recommend you make a mixture of decomposed leaves and other organic matter such as sugarcane fiber and azospirillum, phospobacteria and related stuff to set the

Middlemen in Poultry Business

Dr. Syed Altaf Gilani poultry consultant at Jammu and Kashmir and other poultry farmers discuss how poultry farmers are at loss due to middlemen smartness

unloaded into their godowns are fed heavily for the quick weight gain as these starved birds eat full. The consumer gets cheated when the retailer weighs the bird on the weighing scale and pays unknowingly for the feed in the crop at the rate of the live bird. While negotiating the rates, the dealer offers at least Rs. 5 per kilo gram of live broiler less than the rates at which he can get the same commodity from the dealer importing from outside the State. Another condition is being put around by the dealer that the birds shall be lifted in the morning only if kept off-feed and off-water overnight. While weighing the consignment, still a deduction of 1 per cent in the total weight is being made on the pretext of weight loss. Interestingly, the poultry farmer does not get cash for its produce but is presented a post-dated cheque having a minimum of 15 to 20 days for its encashment in contrast to the cash transaction with the outside dealer. As soon as the consignment is collected from the farm, it is delivered to the retailers on the same average weight. The dealer and the retailer have nothing at stake and still take the lions share while as the poultry entrepreneur has everything at stake and only gets peanuts, that too when the rate is favorable and the stocks give their optimum production. The middlemen grab maximum benefit from the trade at the cost of the poor farmers and the consumer. To make it more obscure, the Department of Consumer Affairs and Public Distribution System, Jammu and Kash-

n an article Dr. Gilani points out the poultry consumption in Jammu and Kashmir is huge and growing but the industry itself is unorganized. At the moment, the sector is being dominated by the commercial broiler farms. About 4500 in number, these farms are responsible for rearing of 300 lakh viable broilers per year. Another 150 lakh broilers and culls are being imported from outside the state. Under the present system, a poultry entrepreneur puts in lots of efforts in rearing of the stocks as per the technical norms. When the stocks attain the marketable weight, the real ordeal of the entrepreneur begins. The poultry dealers who act as middlemen between the farmers and the retailers spoil the whole broth. Their greed to earn more bucks in a short time prefer outside poultry stocks than the local ones. Reason being that the stocks transported from outside are under starvation during transshipment and as soon as

mir fixes the rates of the poultry and poultry products on the basis of the mandi rates prevalent at the time in Delhi and Punjab which puts another back-breaking burden on the farmer and the middlemen enjoy the swag. The state of affairs is flattering for the middleman and the retailer while as for the poultry entrepreneur and the consumer, it is very much inauspicious.

Solutions Suggested
Dr. Gilani also suggests the following solution to minimize exploitation by middlemen: 1. An extensive awareness campaign by the Animal Husbandry Department for educating the farmers about the setting up of their own retail sales outlets where about 20 per cent of their produce can be marketed directly. 2. To facilitate the sustenance of the poultry industry in the Valley, the experts of the Animal Husbandry Department need to be empowered for fixing the whole sale and retail prices of the live and the dressed poultry as per the production cost. 3. Hygienically dressed and chilled poultry meat needs to be popularized among the masses by launching an awareness campaign involving the health experts and religious scholars. 4. The dependence on imports of poultry and poultry based inputs has to be reduced by commencing the establishment of Breeding Farms, Hatcheries and Feed Manufacturing Plants in the private sector. Animal Husbandry Department has to act as a facilitator and assist in dissemination of related information to the prospective entrepreneurs. 5. Establishment of Poultry Mandis on the analogy of Fruit Mandis at every District Headquarter where the farmers and retailers shall be handling the market directly. Dr. Gilani says the solutions are easy to implement; the only thing needed is to create awareness among the farmer community. I am getting a very good response for the same. Yes, there will be resistance from the

r. Syed Altaf Gilani is a poultry con sultant based in Kashmir. He has experience of over 17 years in the poultry industry. He is currently working as mobile officer (poultry) in the Department of Animal Husbandry, Kashmir. I am closely associated with the poultry entrepreneurs and feel that a farmer is the fulcrum of the poultry industry and their problem is the problem of the industry. Our Valley is mostly non-vegetarian and the annual consumption is to the tune of 450 lakh birds. We consume 150 lakh birds per day. Unless this industry is given a proper direction, it can collapse any time, says Dr. Gilani. He admits that this issue exists in other parts of India too. But in other parts, poultry mandis do exist which give some relief to the farmer community while as in this part of the globe, such a mandi is nonexistent, he adds. He relates a real life incidence of middlemen exploiting poultry farmers, I have myself witnessed this exploitation at the hands of the middlemen. When the birds broker community only, he says. Dr. Ganesh Prajapat, executive director ACI Agro Solution however disagrees with Dr. Gilani. He maintains farmers should concentrate on productivity and not on selling while the government must build the infrastructure. The producer should just produce the material and reach the production to the storage hub or processing hub. The grower will get more benefit in his specialization, he says.

The pharmaceutical companies, feed manufacturers, breeders, Department of Animal Husbandry, and media, who have stakes in the industry, should sponsor seminars, awareness camps so that this exploitation is put to an end, he says, adding, There are so many multinational pharma houses. Our consumption of poultry medicines per annum is a whooping Rs.15 Crores. I wish they should come forward for this noble cause, he adds. are ready for marketing, it is very difficult for the farmer to retain the birds beyond the marketable age as these consume a lot of feed and increase in their body weight fetches the farmer lesser cost per kg. So the farmer is left with no choice but to dispose off the stocks at the terms of the middleman. This is true for every farmer and is a common

Co-Operative Poultry Model

Dr. Prajapat also suggests a Co-Operative Poultry Model as a solution to avoid middlemen. He says, This model is bit advance than the last one. In this model there is central Poultry farm that is used for rearing small chicks up to five-six days. All the vaccination are done then these birds are shifted to the farmer as per their capacity this model can also include the small farmers. The farmers take care of these birds.

Frozen Poultry
Mr. Anant Garaty, Consultant Bio-security says, I am in agreement with the suggestions to the farmers but the real-estate cost makes it nonviable in todays scenario where the rentals are sky rocketing. I believe the farm rates should be announced logically keeping in mind the input/ production cost to the farmer. Also educating consumers on frozen poultry is very important as frozen poultry is hygienic, cost effective and has better shelf life too. Middle East, Malaysia, Singapore and many other Asian countries are consuming frozen chicken. There seems to be a myth in our country that fresh chicken only tastes good. In my opinion frozen chicken has no difference in taste if de-freezing is done in the right manner and the other advantages being hygienic, more chicken for the same price, control over spread of microorganisms.

parent transactions in the sale price and mostly do it with bank DD or check. I render all assistance to the seller in case they do not have bank accounts, he adds. Identifying Genuine Land for Sale Identifying the land for sale is the most difficult part because all the resources may not be genuine and requires a lot of verification. Mr. Venkatraman says, When a proposal for sale comes to me, I personally visit the place and make discreet enquiries as to the sale of land mentioned by my contacts. When contradicting reports and negative feedback is given I just drop the property deal. He adds, I mostly operate with in a circle of 20 to 25 km in and around Kumbakonam since my clients want fertile agri lands at reasonable price range up to 10 lacs per acre. Being a native of this town since birth and having widespread contacts in this field, I get details about various available lands coming for sale. The information will be 75:25 with regard to correctness and real field situation when I go for first inspection. Gathering details about available lands is not that much difficult but identifying the right land is the main work. Mr. Venkataraman also helps them in patta

r. Raghupathi Venkatraman, agri con sultant and proprietor of Govardhangiri Con sultants advises on buying genuine agri land that are best suited for farming and are free of legal complications. The land that comes up for sale and contract farming must be assessed based on the parameters of location, irrigation facilities, free power, exclusive and direct access to the land, maximum price that can be fixed per acre, revenue and return potential for the investment. It also needs to be ascertained that the land is free hold, has no tenancy issues, has complete family consent for sale of land, and the owner has got valid title to sell the property. Mr. Venkatraman insists on getting all parent document copies. I also visit the village admin office and get some more revenue documents that may not be with the owners. I then apply for E.C from local registrar office, ensure that the land is free from encumbrance, no bank loan or mortgage is made, know the property guide line value, and ensure 100% genuineness of the property. I insist on 100 trans-

transfer, electricity free power name transfer, take them to local agri dept for subsidies and farm machinery, and look after their farming needs. Growth Prospects and Challenges Mr. Venkataraman maintains genuine trouble-free saleable agri lands are becoming scarce. The demand for agri lands is always growing but land availability is decreasing. Agri lands with best location, approach to field, free power, and water bodies nearby are hard to find. One has to scout for genuine properties over a month even, and it is becoming difficult to identify the genuine lands coming for sale. Growth rate is satisfactory but only those with similar background can survive for long in this field, he laments. He lists the various challenges and solutions as: The recent revision in the guideline value of agri lands in Tamil Nadu is not conducive and encouraging for land sale and purchases. Human power shortage is a worry and mechanization of farming is not adequately compensating this since government help is not that much forth coming. This will discourage willing agripreneurs in the future. Free power and more hours of electricity supply to farmers for the agri lands and cultivation is must and mandatory. This will adequately compensate river water shortage in Cauvery basin and delta region. Government support to new farmers in the form of knowledge sharing, support and subsidy available schemes should be more. Bio and organic farming to gain momentum and spread to new farmers to minimize agri expenses. Remunerative price for products and scientific farming with integrated support is must for all farmers. Buying and Selling Land Mr. Prajapat of ACI Agro Solutions shares few critical aspects with respect to purchase of land, There are three basic fundamental piller of farm Management. Land, Labor and Capital. Land is first pillar, without land we cant think about the agriculture. Now a

days land is associated with two sectors real estate sector and agriculture sector. Both are at different directions. Increasing cost of land due to the real estate industry, the agriculture sector is effecting adversely. The increasing cost of land is hitting the cost of production. The farmers are more interested in colonization and land selling instead of Agriculture development. Mr. Venkatraman summarizes the key points in buying and selling agri land: For buyers: 1. Assess your physical capability before entering this field. Whether your body and health can permit the strain and energy that is required in agri farming. It will test your patience and make you feel frustrated at times, but it is a very pleasing and rewarding ultimately 2. Ensure and accept that you can breakeven only with proper planning and adopting scientific farming methods over a period of 3-4 years 3. Initial investment need not be more than 25 to 30 lakhs and buy a maximum of 6-8 acres 4. If you have more money and wherewith all then go for integrated farming after consulting best experts in this field. 5. Ensure to get the services of a broker firm and consult them before buying agri lands For sellers: 1. Hold your property for some time. Farming and agriculture are going to be the future viable business in next 5 years. Unless you need funds for family needs dont sell now

ovardhangiri Consultants was established in 2010 by Mr. Raghupathi Venkatraman. The company is based in Kumbakonam. The company offers consultation in land assessment, contract farming arrangement and cultivation. Mr. Venkatraman right now offers consultation mainly in Tanjore and Trichy districts of Tamilnadu. He also undertakes projects in a few parts of Karnataka. Regarding the business scope Mr. Venkatraman says, Everyone who comes to me for purchase of agri farmlands have similar concern for the future and care for food security. They are widely read, understand the magnitude of issues in this field and want to prevent the indiscriminate fertile land use and callous attitude by the real estate sharks. The Procedure : Sharing the procedure to buy lands Mr. Venkataraman says, The buyers should know their budget, and expectations. They should do a reality check whether they can devote enough time and energy, or have the patience to take up farming. A reasonable investment is required to break even over a period of 3-4 years. In the initial stages it may get frustrating with so much of field work involved. A lot of patience is required to deal with the local labor scenario, government department related activities, and travel. If they can rise up to these challenges then there will be no stopping their success. So I would suggest prospective buyers to carefully consider these points and take the right decision before venturing into farming. In Brief
become the most enviable profession. says Mr.V.K.V.Ravichandran, a Bt cotton farmer from Tamil Nadu. Today, India is facing the huge challenge of growing population. Presently, population is over 1.2billion and the numbers are growing at alarming rate. According an estimate, we must increase our food production by 50% by the year 2025 to meet out nations growing food demands. Moreover, we have to also address the innumerable problems and constraints like depleting arable land area, diminishing water resources and adverse impact of climate change on agriculture etc. There is also an exodus of farm hands from villages to towns. If you go to any village you would rarely come across a farmer who is less than 35 years old. Agricultural Biotechnology is one promising technology that could provide answers to many of the problems India is facing today. Our farmers may be poor and lack formal education, but are clever enough to distinguish between good and bad. If he finds that a technology is effective and viable, he would implement it immediately. Bt cotton technology is one such technology that has transformed their lives and provided apt solutions to problems faced by the nation and has helped Indian farmers to grow substantially in every aspect. The technology is a success due to combined efforts of millions of cotton farmers, talented scientists, industry experts and technology providers. Technology
Bt Coton farmers earn more incomes Report on farmers cultivating Mahyco's Bollgard Cotton hybrid seeds Technological advancement and its adoption in agriculture is transforming the lives of Indian farmers, especially those who have taken advantage of biotech products like Bt cotton over the past 10 years. Agriculture biotechnology has immense benefits and as a result it has seen rapid adoption by Indian farmers. It continues to transform the lives of farmers much like the IT industry did for others before it. Testifying to the benefits of this revolutionary technology, Karabasappa B Banakar, a Bt cotton farmer from Ranebennur Taluk, Haveri District, Karnataka said that he has been cultivating Mahycos Bollgard Cotton hybrid seeds since its introduction in the year 2002 and is getting good results. Mr. Hanumanthappa from Byadagi Taluk of Haveri Districts, Karnataka said that he had been cultivating cotton for the last 33 years and was not getting a good income from conventional seeds, however, after switching to Bt cotton, he started earning a sizeable profit. He now eagerly waits for technologies like herbicide tolerant hybrids which will provide great help to farmers in weed management. In India, harvesting is done manually. The bolls that are affected by bollworms do not open fully. As the bollworm infestation is practically nil in Bt Cotton it is easier to pick fluffy cotton from the fully opened bolls. For instance, if one labourer could pick 10 kg of non Bt cotton the same labourer can pick 15 kg of Bt Cotton. Further, as the cotton seed is an oil seed, it secretes oil when it is chewed by the bollworm. The secreted oil contaminates the fibre. This drastically reduces the quality of fibre. So, the traders prefer and offer higher rates for Bt cotton for its contamination free fibre quality. There are many more such direct and indirect benefits of Bt cotton. If we are able to derive so many benefits with a single trait, imagine the volume of benefits that will accrue to the farmers if they are provided with more GM crops encompassing various desirable traits. If this dream turns in to reality farming would

According to him, On-egg advertising has its own limitations. It can be sent only through distribution channels and therefore targeting of advertisements is difficult. However, for products like Salt, toothpaste, oil, fevicol etc., and services like TV networks, cellular networks, TV programs, newspapers, Radio stations etc., this can be an excellent medium as they are not restricted to specific geography / social profile. On-Egg Advertising
Chandrans Poultry introduces a new concept of advertising on eggs. Mr. Balaji explains, Chandran's Poultry Farm and its sister concern Hitech poultry farm produce and distribute 4- 4.5 lakh eggs every day. We are reaching so many households on a routine basis. In an industry where eggs are a commodity, we are trying to find ideas where we can get better revenues from the eggs and this concept of on-egg advertising was born. We have an egg printing machine which can print graphics and text on eggs. Normal printers cannot do this. We can print and distribute eggs with advertisements to our consumers. As opposed to other traditional media like newspaper and TV, the advertisements will reach consumers directly and is free from clutter. The novelty of the idea is also likely to create a viral market for the advertisers.

DEVELOPMENT IRRIGA AGRI DEVELOPMENT / IRRIGATION

Green Belt Developer India

Chennai based agriculture development company operates on multi-integrated agriculture concept
reen Belt Developer India Private Limited was estab lished in 2010. It is an agri culture development com pany headquartered in Chennai. We established this company based on the concept of multi-integrated agriculture concept. Initially the basic idea was to ensure each and every family in India has one acre of agricultural land for agriculture reliance, says Mr. Sathya Narayanan, director. He further explains, The reason behind the concept of one acre land is that one acre of agriculture land can cater to food requirement of a small family. In this concept we are making them own one acre of undivided agriculture land by themselves. We have ensured the system will work by itself, irrespective of the people involved. It will be executed by a project monitoring committee formed by another NGO working with us, Green Belt Welfare Society. That NGO will form a project monitoring committee once that land is finalized. After the development of the land, it will hand over to owners and the company will execute the agricultural activities. It will work as a contractor labor. There will be project monitoring committee consisting four members from the NGO and five members from the owners. This way continuous execution will be done and the agriculture land is protected, he says. Adding, Because of the current development ratio, we have given an option to the owner that after 25 years, 5% of the land can be utilized for personal, noncommercial purpose. They can use it for essential purpose on that particular location. Other Activities The company will also be conducting educational tours on these lands after setting up adequate infrastructure. The owners of the place can come and stay there for four days or five days in a year at a time. This way we will be creating an intimacy between them. We will offer time share to the owners and also conduct educational tours for other visitors. That revenue too will go back to the project. This way the technology we hire or purchase can be utilized for all of our projects. The manpower can also be utilized, maintains Mr. Narayanan. He adds, 10% of profit will be accumulated separately in separate corporate ac-

count. Then the project can be expanded in different locations. When the family multiplies more land can be allocated to the family members. In traditional agriculture when the land gets divided through generations till the holdings become very small. So that is the main object of our organization. The Process After the company has 400-500 participants, it will start land procurement/purchase. We will create awareness about the project, we will ask them to join only in the concept, just a visit check without taking any amount. After 400 members join, we will finalize the location of the land. Whoever first makes the payment will be inducted. Whatever revenue is generated from cultivation will added in corporate account

and total account from there will be shared, says Mr. Narayanan. Mr. Faisal initially faced a lot of hurdles. The main problem was acquiring quality plants. Some tissue culture labs produce low quality plants by mixing high quality imported plants with low quality plants, he says. In future the company is also planning to start joint-venture with interested people over 100 acres of land in the states of Maharashtra, Goa and Kerala. In the joint venture the other partner will be given all the planting materials by us with buy back agreement, says Mr. Faisal. Range of Flowers Grown The company started with planting anthurium, followed by gerbera and orchids. Now our main concentration is on heliconia, which is more commercially viable and profitable in our climate, informs Mr. Faisal. He maintains that heliconia flowers are most popular among his clientele. It is very easy to cultivate in our climate with a reasonable investment which can give big profits in two years and the profit will be more and more in the coming years with less investment compared to other flowers. They have good immunity, and drought resistant to a certain extent, so cost for maintenance is very less, he maintains. Ideal Condition for Growing Heliconia Speaking about the ideal conditions for growing various flowers, Mr. Faisal informs, Heliconia typically thrive in well-draining soil that is rich in decaying organic matter. Garden loam enriched with leaf compost would be ideal; with an addition of a small amount of sand should the soil pack too tightly to prevent proper drainage. Heliconia ideally requires at least 6 hours of direct sunlight as this would encourage continuous flowering. Lower amounts of sunlight would result in the production of lush foliage, with flowers. Plants would tend to grow taller and larger with less light. However there are also species of heliconia which enjoy shade like heliconia pendula and heliconia stricta. Heliconia should be watered as often as possible at least once in the morning and once in the evening. The soil should never be allowed to dry out completely. A large heliconia can consume enormous amounts of fertilizer, and grow to immense proportions. Bone meal is an ideal choice. However regular fertilizing with slow-release fertilizer of NPK ratio 13:5:13 works just as

well. The plants require maintenance. Dead leaves and stems should always be removed. Heliconias need proper irrigation and use of only organic fertilizers for better flowers. Mulching the farm to increase the organic content and humus is also recommended. Target customers The company mainly supplies to the metros in India. The company is planning to enter the exports market next year. We have already acquired more land and planted more plants to meet future exports needs, he adds. Orchids In orchids, Mr. Faisal recommends Annie black orchids imported from Singapore, which can be cultivated in full sun. The cost of cultivation is low and maintenance

is easy for this kind of monopodial orchids. Compared to the production of flowers and return, it is more viable. The climate in Kerala is ideal for floriculture including orchids and heliconia, he maintains Hybrid Seeds Most hybrid seed varieties takes 11 months to 18 months for flowering. Usually carebea varieties take more time for flowering. Varieties like stricta iris, eden pink, wagnariana, gayana, tropics, yellow torch get flowers very easily within 6 to 11 months. It is always better to calculate minimum 2 years period for flowering heliconias in the project planning. Growth Prospects of Floriculture Industry Mr. Faisal predicts good future for floriculture industry in India. It is predicted that in 2040, India will overtake USA and in 2050 India will be number one floriculture industry in the world, overtaking China. So there is no doubt that in the coming years the demand for flowers will be increasing in India and abroad. It is a wise decision to start floriculture now, he says. Mr. Faisal is an architect professionally. He worked in Aecom in Middle East before starting his venture. INSTITUTE INS TITUTE

Indian Institute of Forest Management

Offers three regular educational programs in Forest Management. All courses are residential programs held at Bhopal

ndian Institute of Forest Man agement (IIFM) was established in 1982. It is located in Bhopal, MP. The IIFM is currently of fering three regular educational programs: two-year PG Diploma in Forest Management (PGDFM), one-year Post Master M. Phil program on Natural Resource Management (MRM) and four-year Fellow Program in Management (FPM). Benefits of the Programs : Prof. K. N. Krishnakumar, professor in the faculty of Communication and Extension Management speaks about the milestones achieved by the institution since its establishment and the various benefits offered by the various programs. He maintains the courses help the students to become better managers. These courses not only help the students to understand the perspectives of natural resource, development and environmental management, but also to develop managerial skills required in the context of modern business management. Program Specialty : Some of the important features of the programs offered by IIFM, according to Prof. Krishnakumar, are: 22 batches of PGDFM batches with total strength of 472 PG Diploma holders have passed since the inception 13 batches, with total strength of 150 MPhil degree holders in natural resource management have passed out of the Institute since 1994 100% campus placement of PG Diploma holders Majority of the students are being placed in development, and environment sectors Good number of IIFM alumni are in the middle and senior management cadre Large number of students get admissions for higher studies in reputed international universities Need-based specializations- development management, environment management and conservation & livelihood are introduced through elective and audit courses Student Goals : Prof. Krishnakumar warns that the students taking up the program should have an inclination to work in

the development sector, particularly with the local/ rural communities, that too in challenging and hostile situations. Students who have flair towards social and human relations would find this course interesting. Further, the prospective students should also know before joining that this course is fully residential and highly demanding in terms of their time and effort. Also let them remember that though this course is essentially deals with the core area of Forest management, they have to specialize either in conservation or environmental or development management. The allotment of specialization is based on both students choice as well as their merit standing in the first year, he adds. Explaining the evolution of forestry management in recent years, Prof. Krishnakumar says, The present day concept of forest management is vastly different from the traditional concept. In todays context, the forest resources are not seen in isolation but they are very much integrated with environmental, economic and social aspects of human living. Since human interference is single most crucial factor for forest degradation, this aspect, though cannot be eliminated, but has to be effectively managed. At the same time human aspect in forestry is the most complex phenomenon as it is intertwined with so many factors. IIFM tries to imbibe the knowledge and sensitivity

Prof.K. N.Krishnakumar

among its students towards the management of human and social dimensions of forest. Eligibility Criteria : Graduate of any stream with 60% aggregate marks is eligible to apply to the two-year PG Diploma in Forest Management (PGDFM) course. However, they will have to appear for the CAT exam followed by GD and PI for getting selected to this course. Job Opportunities : Prof. Krishnakumar informs there are many openings in the field of forestry management. The students of the two-year course undergo three specializations: conservation and livelihood, environmental management and development management, which have very close link with the field of forest as well as natural resource management. These three specializations help the students to find placement avenues in the areas of conservation, environment and development management, he says. The field of forestry management has changed over the years. One of the striking changes that are taking place in forestry sector is linking sustainable forest management practices with community development by providing gainful alternative livelihood opportunities to the local communities. The second change that is keenly foreseen is the active role of joint forest management committees in carbon trading and forest certification process. These avenues are greatly expected to provide the local communities much needed livelihood opportunities as well, he maintains. Prof. Krishnakumar is Ph.D in agricultural extension with 29 years of work experience. Our Correspondent For more information, contact : Prof. K. N. ernment is not keen to promote exporters. Each ministry seems to have a portfolio projected to their regime and so no long term plans. It looks clear that the ones who lay down the export policies are doing so not to promote the trade but to safeguard someones interests. For instance, vegetable oil exports are restricted. One can send only up to a packing of 5 kg and the maximum quantity allowed for export is 20,000 M. Tons. They have restricted vegetable oil export because of fear of price escalation. The Central Government is doing nothing to help exporters. Harley Carmbel is one among the top exporters for nutmegs, coffee, cardamom, vegetable oil etc. In the next five years we are planning to be one among the top 5 players for coffee, nutmegs, cardamom, rice and cattle feeds. At present we cater to international market. Kochi is one of the fastest growing cities in India and a commercial capital of Kerala. The fluidized zone mixer comprises a series of paddles affixed to two shafts positioned in double-drum housing. The shaft rotates in opposite direction at a specific peripheral speed. The paddles are angled and overlap in the middle of the mixer. The paddles mechanically fluidize the material by lifting it and creating a weightless condition in the center of the mixer which

creates very efficient transport system thereby even very large / small amounts of liquids can be distributed evenly throughout the mixture. The special accessory provision of Pin Mill System for delumping the powder and liquid addition features proven absolute suitability for the bio-fertilizers and bio-pesticides manufacturing industries which demands large quantity of microbial (broth) liquid on to the carrier lignite / talc powders to achieve the final product in homogeneous lump free form. This helps to get a consistent and uniform bacterial count level while in storage to get best results for the crop productivity and protection from insecticides. The mixing equipment also has the flexibility with add on features to function as dryer / vacuum drying for agglomerating powders by the addition of binders. Economy Toshniwal Mixer is useful for manufacturing seaweed liquid / botanical extracts coated bentonite (granulated) product for plant growth stimulants / nutrition supplements. The mixer will be provided with liquid dosing system as an option. Publishers Note
Yes, the 12th Plan draft!

It is always a draft! Never a final outcome!

Puts lots of hopes on the farm sector
griculture even now would continue to hold so many people in employment, it is for you, dear individual readers, to decide whether Indian agriculture is still bur denied by job-seeking people or our agriculture has the muscle to contain or give jobs to so many people. As per the chart that is given with the draft, agriculture employment in 1999-2000 contained 237.67 million of people in employment. In 2004-05, the very same farm sector held on for as many as 258.93 million! In the next period, in 200910 the farm sector had given jobs to 244.85 million! How is that possible? In 2004-05 the sector holds more people and then after 5 years it has only 244.85 millions. So, so much migration has taken place from rural, farm sectors to the urban and non-agricultural sector? This is not explained in the draft. But the new draft speaks so much about the farm sector, it expects to grow, the farm sector has grown 2.4 per cent in the 10th plan to 3.3 per cent in the 11th plan. In the 12th plan agriculture is expected to grow or projected to grow at 4 per cent. This, the commission says is critical for the projected economic growth of 8 per cent. But be sure, the World Bank man, our own previous economic adviser now says boldly, India would grow only at less than 6 per cent! So, the Indian economists have lately become bores, no one cares to listen to them and yet they are there everywhere talking of rates of growth those appeals to them, to their egos! Anyway, we can be sure that Indian agriculture with all its problems has done well, There are other data to show that for the first time, as Ashok Ghulati, the agri expert notes in a column that India has achieved a great historical first, namely that during October 2011 and September 2012,India exported 10 million tonnes of rice, replacing Thailand and Vietnam, the traditionally the two great world rice exporters far behind! Who in the government has said this? In the Planning Commission and celebrations? No, there is no time for anyone for farmers. There are continued farmers suicides in the old ways. Suicides now reached even the Cauvery delta regions; in Tanjore districts in TN. Farmers suicides had taken place of course in Maharashtra and also in Karnataka. Our questions to the Central government, the RBI, Nabard and others are that why there is no bold action>? No bold vision? Where are our old ideas for a National Co-operative bank? For a national agricultural insurance corporation? Where is the National Co-operative Union envisaged long ago? At least once you have heard of the Prime Minister speak of strengthening the co-operatives. Your minds are not on the real people, who are not vote banks, who are weaker sections in the social and economic ladder. There is still too much centralisation of powers at the top. Only now the Planning Commission has decided to do away with the too many Centrallysponsored schemes. Why? Not out of any concern for the people at the bottom. You know well that under the latest developments, after so much exposes of corruption and the rise of crony capitalism, the political and administrative corruption you have to be managing your populist phrases in such an ambiguous way that inclusive growth is really happening in a blatant exclusive way. You are leaving out the really weaker sections out of the growth story. Unless you bring to books the real and the (let us say the fat cats, to use a plain phrase) culprits. Both the corporate offenders and the political offenders. Have you sent to jail any one of them, from these two categories? China has done it.USA has done it. Japan has done it. Here you even dont agree for the passing of the Lokpal bill. This is real issue. Unless you do something boldly and prove your credibility, you would continue to neglect the poor. The poor are too many in India still. They are a continuing embarrassment for the government and the middle classes. So much needs to be really done. What we now expect is some honesty and truth from the government, from the political class.

12th five year plan draft!

Believe in the agriculture sector!

he just released 12th plan draft(it is always a draft, please note!) makes the most unsurprising and most dull statement that you have to believe in the farm sector after all! Yes, the ladies and gentlemen of make a permanent, or almost permanent career at these high-end job centers talk the same old tired language, even the very jargon that doesnt make immediate sense to the general readers of newspapers and make very little effort to digest their highly misleading statements."Employment elasticity in the agriculture, services and manufacturing sectors had declined in the second half of the decade from 2000 to 2010.The negative employment elasticity was the result of people moving out of agriculture to sectors where wage rates were higher" Is this a great statement? Of facts or wisdom? Neither! Indian economy is growing, fine. This growth is triggered by several factors. One great factor is the international economic climate. There is a worldwide economic change and growth and we all know that how, right now, the Indian growth is slowed down by the international economic recession or slowdown or call it by whatever we prefer. All these changes, we mean ,the international economic climate needs to be explained to the people by the experts who are sitting in Delhi. Right, the very head of the planning commission and his deputy who are known to all, every citizen, are top economic experts and it is they who should explain and educate and articulate to the people and even the opinion-making sections of the middle classes, top industry men and women and even bankers and also to the media and why even to the very last man, the common people. Is there any such articulation from the leaders? In our view there is none so far.

We seem to have forgotten the international economic scenario. There is no Indian view as articulated by the Prime Minister. What does it mean that the US is debating the fiscal cliff? Does it have an impact on the Indian economy? Indian exports? Now, China and Japan and even the South East Asian economies are likely to impact Indian economic growth prospects. One good example is the Indian railways. Where is India and where has gone China? We are years and years, nay, decades behind China in planning for our railways. Let us make railways as the one critical sector of growth in the 12th After all these masters of ambiguity, who else, but the same set of professionals who have made New Delhi their permanent habitat! Sitting on their top perch they lord it over, they survey all they see below and dispense wisdom for the poor mortals! Again, who else, those who make their living in the far flung open fields, the villages and the nearby hamlets and small towns. plan. There could be dramatic growth in India. The industry captains, poor souls some of them, talk but dont do that loudly! Some of them say the projects pipeline is rather dry at the moment. Others say there is inordinate delay in decision-making and clearing the projects. The urbanisation process is accelerating. The migration from rural areas are taking place. Migration abroad might falter and yet the globalisation is irreversible. Encourage the private sector. Private sector, MNCs in agriculture sector you have to regulate.

Indian growth story has to come from the private sector

India must think big and take up big projects, develop Indian capabilities in infrastructure, manufacturing and services.

The consumer boom will emerge as the per capita income goes up!
Some thoughts! nfrastructure, manufacturing, services could grow fast as the per capita incomes go up! Indian growth story has to come from the private sector, from now onwards, it seems. As we have noted elsewhere, India is lagging behind China in railway infrastructure. So, now the Indian railways and the Central government have given the opportunity to the five big Indian infra companies to build and operate the 65km long elevated railway line in Mumbai, from Churchgate to Virar. The companies involved are: L&T IDPL, Gammon Infra, IL&FS Transportation, GMR Infra and CAF South Africa. The cost of the project is Rs.21,147 crores. It is time we in India become aware that while we criticise the big private companies indulging in various corruption and other unfair practices that also spoils the image of the government, it is also needed to realise what our Indian capabilities are. India is far behind China in executing big projects. India is also weak in mastering the government-private sector healthy relationship. The other big infrastructure projects are Delhi airport expansion. Cost Rs.12,800 crore. Sasaan power project((Sasaan UMP) Rs. 20,000 crore. Delhi airport Metro Express,Rs.5,800 crore, Mundra

UMPP Rs.18,000 crore and Hyderabad Airport Rs.2500 crore. The point is that India has to go for big infrastructure projects, mostly in the transportation sector and of course, other sectors like energy etc, so that there is a big and dramatic change in the mindset of the people at large. A recent study by Mckinsay reveals that in manufacturing India has to gain much. There is still the manufacturing of high value products is still a preserve of the developed countries. And more and more bigger companies in the construction business are all within the two most important countries in Asia, namely from Japan and China. Of the top ten constructions engineering companies five are from Japan and China only. Even now, in the Bangalore Metro there are two tunnel boring machines that are from China. Our metro rail bogies are also built in South Korea and transported from there. How long we have to wait before Indian can acquire these capabilities? The British Prime Minister, David Cameron had openly warned that India might overtake Britain in its competitive advantages to emerge as a winner. These are all positive news indeed. It is only relevant here to say that India has a long way to go, from the current basic goods manufacturing to use "innovative technologies like chips making etc. We have to have a better understanding of the Indian economy, he number of workers in high productive employment in manufacturing, services, and also low paying agriculture and rural employment.

India is now a young country. The median(average)age of Indians is 25.The media age in China is 35,in the USA it is 40. That means that as the world economy goes through the current crisis and emerges on the growth path(it is all possible and it is a complex and complicated process). We have to see that in the next few years our per capita income will also grow. It is now, the per capita income of Indians, average, is 1,800 dollars (Rs.98,000 per year). when the per capita income goes up, say, to, from 2,000 dollars to say 4,000 dollars consumers aspirations also go up. In such an economy and in such a situation you have 1.2 billion live, peoples today. When they grow up the world economy itself would change. It is variously estimated how many billions of consumers will join the high income and high consumption league! Now, the point is that we, as a country of 1.2 billion lives, must have a long-term vision. This vision will also give the hope and the drive to think big and implement projects bigger enough to take India towards a high consumption economy. There will be an entirely new class of consumers who will join the spending, consumption league. So, our economy, its key drivers, the companies (In 2,010 there were 25 billion dollar companies. By now we have 177 billion dollar companies. India will add more and China will add much more). So, seen in this perspective what we are doing now, as big infrastructure projects, now might look big, not so big enough, in the next one decade. The world will be different and so too India and its economy and our demands, consumption.

Gujarat Lokayukta is now in place! Supreme Court Governor's act! confirms the
Yet, the state, TN, is also a highly corrupt state politically and also in administration. TN was once the first rank state in administrative efficiency and also in clean governance. Now, it is just the opposite! What about Gujarat? There is every reason to suspect that Mr.Modi's government is not that efficient and clean. There are allegations of high corruptions and other wrong doings. So, there must be some reason why Mr.Modi was not willing to have a Lokayukta in place. So, he didnt co-operate in getting the Lokayukta installed. So, what the state governor did? The madame governor in a bold move (and she must be congratulated in a male-dominated society) consulted the state high court chief justice and the leader of the Opposition and of course without the co-operation of consultation by the council of ministers and the chief minister she (obviously assuming a majority judgement) went ahead and appointed the judge as the Lokayukta). This means in effect that without the chief executive's consent and in fact, against the wishes of the state government the Lokayukta was appointed. In some states, like Karnataka when there was the Lokayukta there had been much good work done. Even under the last Lokayukta under the charge of Justice N.Santhosh Hegde a Chief Minister (B.S.Yeddiyurappa) had to resign and go to jail, other ministers had to go; they too eventually had to go to jails. Big and huge corruptions were otherwise would not have been tackled. Even in TN, where such big corruptions are no news, we see the plight of the people as well as their so-called charismatic leaders. Though, eventually, the corrupt get caught, in TN too, the chief ministers had to spend time in jails and for various reasons and circumstances, it is a sound argument and only wisdom to have the Lokayukta offices are filled up without further delaying tactics. What we say about the states applies equally well to the Central government. We have to enact the Lokpal bill that would only give a further impetus for the states to enact the state Lokayukta acts and appoint the ombudsman so that the rise of political corruption, it is now the single most danger to the polity in India. India is at a critical stage. The Central government, under Dr.Manmohan Singh, is losing its lustre owing to allegations of high corruption. So, Gujarat under Mr.Modi who aspires to become the next Prime Minister must set a good example and inspire confidence for fulfilling his ambition.
Vol. 23 z Issue 1 z 2013 z 48

es, in a very controversial and call it what other names you like, the Gujarat governor, acted in a bold manner and she appointed a retired high court judge as the Gujarat Lokayukta and the appointment was done in an unusual circumstance. To put the story in simple terms, the Lokayukta post was kept vacant for 9 long years. This in itself was unusual and gives an idea to the public at large the motives behind such delay in filling up the high office that is to fight and curb the political and administrative corruption that abounds in almost every state. More so in Gujarat where there is so much social tension, the undercurrents of which can be traced to the rise of communalist politics. The state of Gujarat is also considered a model for development. Its economic growth is the envy of other states. Investments poured in. Every other big industry is here. Openly the big men, like Ratan Tata endorsed the actions of the Chief Minister, the redoubtable Narendra Modi whose otherwise dynamism is a byword now. But unfortunately, there is the other side and everyone who invites critics to this side of the darkness is equally overwhelming. Certainly, Mr.Modi is not a darling of the elite, the international community of experts. Just now, Amartya Sen had openly talked against Mr.Modi's model of economic development. There is now this open debate: whether economic growth alone is the criteria for the well-being of the citizens, children and their education etc. The human development index of Gujarat is not much to write about. Sen has contrasted Gujarat's Human Development Index with those of Kerala and TN where there is both growth, as in the case of TN and also employment, almost universalisation of education and health. Kerala is always a forerunner in HDI though; Kerala is poor in other basic parameters of industrial employment. Keralites have to go outside, go to Gulf and other countries for their livelihood. There are other issues in Kerala, like suicides and depressions etc. Yet, Mr.Modi has done the impossible by winning the Assembly elections for the third successive term. This hasnt happened in any other state. Even in TN where the two Dravidian parties are alternating and where the DMK chief is a veteran in election games. Yet, he was roundly defeated this time; his party is not even the opposition party in the Assembly. Such was his rout.

View from the Village

he new Chinese Presidentelect Xi Jinping has gone about openly proclaiming his twin goals: one, fighting cor ruption and cleansing the political system. Two, fighting the rising inequality in China, now a fast-growing economy, well ahead of India by some 15 years. In India, what are the priorities with an elected government? Fighting corruption? Fighting inequality? No, not at all, it seems. They want to fight poverty here! Raise the rate of growth, they add one adjective, inclusive growth! People started tired. It looks a hopeless fight, this fighting of high corruption. Everyone, every other party seems to be fighting for dynastic succession. The DMK in the South openly says so. The others in Maharashtra too seem clear about this political succession. The Congress party is very clear and every other constituent of the party, be it its new supporters, the younger leaders or the other allies, are also are reconciled to the single most one goal of ensuring some smooth succession. So, where are the aam aadmi? Where are Anna Hazare and his Team? We met the other day Justice N.Santosh Hegde, the former Supreme Court Judge and the former Karnataka Lok Ayukta and we conversed and exchanged views on what is happening in the country. Mr. Justice Hegde is perhaps the only most articulate member of the Anna Team and he expresses his vies and opinions in a wellreasoned manner and as such his views command wide attention. Even when I go out into the interiors, in other states too, whenever I mention his name ,it is nice to see his name is very popular and evokes immediate response. That also shows the common man is wellaware of the great issue of political corruption. As others, notably well-respected and well-qualified commentators like for instance Mr.Kiran Karnik (we met him also once at Pondicherry recently) puts it the younger generation, the teens, as he put it in a recent column are now coming to the streets to protest against the growing corruption. The recent scams have all now become well=known acronyms,2-G etc. The point here is everyone also now says the New Year would bring about a radical change given the recent twin agitations at the New Delhi power centre, Jantar Mantar and also on Raisina Hills. It is almost as if the 1989 French Revolutionaries and the

Where is Anna Hazare Team?

What Arvind Kejriwal doing? Corruption is now a big political issue! Not only in India. In China too!
1968 student agitators in Paris went to the very doors of Versailles Palace and the Elysees Palace! Things could go out of control if one more such agitation comes to the New Delhi streets, fear commentators. Now, Anna Hazare and his first team were able to raise the conscience of the country lar outrage over the New Delhi incident gangrene. Now, even this is overdone, it seems, by the TV channels. So, once the heroes, whoever they may be and for whatever it may be, goes out of the TV screens the heroes are forgotten or their cause is undervalued? It is time we have to think of some more fundamental ay this issue is dealt with. We told Justice Hegde that the Anna Team must politically engage with the electoral process. There will the government, the parliament, the elections, the parties too. So, we told Judge Hegde to tell other Anna Team members that Anna Team must make a choice of some high priority issues like interacting with the civil society groups like the Election Watch, the Democracy Reforms, other NGOs engaged o reforming the electoral laws, party funding reforms and also, very important, Anna Team can scrutinize with the help of these NGOs and others with expertise like, say, the former Chief Lection Commissioners, to get a list f the names of candidates of all parties, who are contesting elections these candidates would take an oath not to take a bribe and then the Anna Team can endorse these candidate for election. That is partially a corrective to the present wholesale agitations and such announcments. As for Kejriwal we leave him to his own devices. We just say that a political party can grow and not growing depending upon its core political ideology and its appeal. As for Anna cant go on every time on a fast. Gandhian tools now ,in a mature democracy with well-established processes, have to be different to different historic contexts. We are glad to note that Justice Hegde for his part said he welcomed our suggestion and he would put before the Team in its next meeting. owing to the great cause they took up. They want the Lokpal made into law. Then, came Kejriwal's foray into active politics. He adopted a tactics of exposing highly sensational corruption deals. Te media, in particular, the TV news channels gave the agitations intense coverage and thanks to such 24/7 exposure they, Anna and now, Kejriwal, are well-known all over the country. Fine. Where are they now? Is asking this question right or rude? We feel it is only right we should ponder over the next stage in the fight against corruption. This fight is that of the aam aadmi, not any one person or one party agenda. Everyone is concerned now about how to make the Indian politics, the political system free of this growing menace. Given the attitude of those in power, it looks they dont care for fighting corruption. So coal scam etc were brushed aside and there is all this hue and cry about FDI in retail. Unfortunately, even FDI is no more news thanks to the new eruption of popu-
