 ALERT: Bad new EU-seed law ahead!
The DG SANCO (Directorate Generalfor Health and Consumers) of the EU-Commission is working on a revisionof the EU Seed Laws, currently a seriesof directives interpreted under nationallaw, to be replaced by a single regula-tion that will come into force directlyin all the 27 EU member states withoutlocal interpretation. This would suitthe needs of seed multinationals whichwant uniform laws in all their markets,but would harm the diverse structuresof agriculture and the diverse use andproduction of seeds. If you want toact on behalf of seed-sovereignty, forfarmers and seed-savers, you have tobecome active in the coming months!
Diversity under attack!
The current draft of the proposedregulation,
from Nov. 2012, containssome draconian measures for farm-based production seeds, and diversityof plant varieties. Farmers as seed pro-ducers would be subject to the sameobligations of registration and regula-tion as multinational seed companyoperators. Varieties of diversity and oldvarieties would be endangered, and thefree ex-changeof seedsand otherpropaga-tion mate-rial couldeffectivelybe for-bidden. If varietieshave to beregisteredand to pass extensive testing, this wouldput up unreasonably high barriers forfarmers, consumers and the diversity inagriculture and horticulture.The European Seed Association, lobbyorganisation of the seed multinationals,has two main aims. First to control theniche markets and make them unattrac-tive, and second to register all producersof farm saved seed in order to collect
