Homicide-Gun/Assault Charges Filed Capt. Kent Switzer

INFORMATION PREVIOUSLY RELEASED: Shortly before 4:40 am, Saturday March 9th Officers of the Lancaster City Police were dispatched to an apartment building in the 1100 Blk Wabank Rd for a report of a shooting, in which multiple gunshots were heard by neighbors. Upon arrival, Officers located a male and a female, both suffering from multiple gunshot wounds. It was determined that both of them were residents of the apartment where the shooting took place. The 35 year old man was conveyed to a local hospital, where he underwent surgery and was listed in Serious but Stable condition. The female, who has been identified as 21 year old Shadae Taylor-Brooks, was found to be deceased at the scene. Detectives are currently interviewing a number of witnesses, processing the crime scene, conducting a neighborhood canvas and following up on leads, in an effort to determine exactly what took place. At this point, it is not believed that there is a danger to the community and there are no indications that this was a random attack. **UPDATED INFORMATION ON CHARGES FILED(15 March 13)**: As the investigation into this Homicide continues, charges have been filed against the 35 year old man, who is currently still hospitalized. He has been identified as. Kevin Souffrant, 35 1100 Blk Wabank Rd Lancaster, Pa. Resident of the apartment where this took place **Formerly a resident of New York**

The investigation has revealed that Souffrant, who has been described as both a boyfriend and ex-boyfriend of the deceased, was in possession of a handgun in the early morning hours of Saturday, March 9th and that furthermore, he threatened the deceased, as well as two other adult females in the apartment and ultimately pistol whipped the deceased twice prior to her being killed. It was determined that Souffrant not only pointed this handgun at the females in the apartment, but also threatened to kill everyone inside, which included four children under the age of 5. It was during the pistol whipping of the deceased that the other two females were able to leave the apartment with three of these children, leaving the 6 month old child of the deceased and Souffrant inside. During this time, the deceased did attempt to hand this 6 month old child off to the two females as they were leaving, but she was unable to do so. As a result, Detective Aaron Harnish has thus far charged Souffrant with Violation of the Uniform Firearms Act(Persons not to Possess, Use, Manufacture, Control, Sell or Transfer Firearms, F-2), Aggravated Assault(F-1), Simple Assault(2 Counts, M-2), Terroristic Threats(M-1) and Endangering the Welfare of Children(M-1). The charges were filed on Sunday, 10 March 13 before Magisterial District Judge Cheryl Hartman and the defendant remains in custody and hospitalized at this time. The investigation into this Homicide is continuing and anyone with information is asked to call the Lancaster City Police at 735-3300. Callers do not have to give their names to provide information.
