EXECUTIVE SUMMARY:
Twenty-Five (25) Beer Garden license applications totaling 52 days have been received. It is
recommended that Council approve the applications received totaling 52 days. The
recommended applications comply with the requirements of the R.C.M.P., Health Inspector, and
the Liquor Control Board and Licensing Branch and Council Policy.

PURPOSE:
This report provides a summary of the 2009 Beer Garden Applications, the process for
reviewing applications, and the details of each request. The purpose of the report is to receive
the required Council authorization for each of these requests.

DISCUSSION/ANALYSIS:

In March 2008, Council revised the Beer Gardens policy adding a section that beer gardens
shall cease the sale of liquor no later than 9:00 pm. This new requirement was successfully
implemented during the 2008 season.

In January 2009, notice for making a Beer Garden application was given through
advertisements in the local newspapers and by correspondence to previous applicants.
Twenty- five (25) applications totaling 52 days have been received and have subsequently been
reviewed by the Langley Detachment of the R.C.M.P., the Health Inspector, and Township staff.

The R.C.M.P. has endorsed each of the applications. All but one of the applicants (Kwantlen
Polytechnic University Eagles Baseball) has held beer gardens in the previous years and no
problems have been reported by the R.C.M.P. regarding enforcement. Each of the applications
complies with the requirements of the Liquor Control and Licensing Branch and the proceeds
from the beer gardens will be used in a manner which benefits the community. The details of
each application are summarized on the Attachment A.

With respect to the 2009 requests, it should be noted that only the Langley Meadows
Community Festival, Aldergrove Fair Days, Langley United Football Club Tournament and the
Aldergrove United Soccer Senior Tournament have requested beer gardens that will be
operating until 9:00 PM. All other requested beer gardens will close down earlier.

Applicable Policies:
On March 10, 2008, Council revised the Beer Garden Policy #06-008. This revised policy is
included as Attachment B.
