A recovery plan was unveiled 4/26/13 to improve academics and financial stability in Harrisburg’s public school district includes a $6.4 million interest-free loan from the state that would limit tax hikes - if officials approve it quickly. It calls for a 3.5 percent tax increase – far less than the 9.7 percent previously estimated, Harrisburg School District Chief Recovery Officer Gene Veno said.
