50/Permentan/OT.140/9/2011, has stipulated Recommendation for Approval for Entry of Carcass, Meat, Offal, and/or their Derivates Products Into the Territory of The Republic of Indonesia; b. that for optimalization of the recommendation issuance service an amendment to Regulation of The Minister of Agriculture No. 50/Permentan/OT.140/9/2011 regarding Recommendation for

Approval for Entry of Carcass, Meat, Offal, and/or their Derivates Products Into the Territory of The Republic of Indonesia is required; In view of: 1. REGULATION AMENDMENT TO THE REGULATION OF THE MINISTER OF AGRICULTURE No. 50/Permentan/OT.140/9/2011

REGARDING RECOMMENDATION ON APPROVAL FOR THE IMPORTATION AND EXPORTATION OF LIVESTOCK INTO AND FROM THE TERRITORY OF THE REPUBLIC OF INDONESIA

Article 1 1. Amendments to several provisions of Regulation of The Minister of Agriculture No 50/Permentan/OT.140/9/2011 regarding Recommendation for Approval for Entry of Carcass, Meat, Offal, and/or their Derivates Products Into the Territory of The Republic of Indonesia, are as follows: a. Article 1 is amended by inserting number 4a. which state as follows: Article 1 4a. Prime cut is meat with quality tenderness, juiceness and is high valued, the cut may or may not be boneless which originate from a healthy ruminant cattle that has been slaughtered in a halal manner. b. Amending Article 4 whereby in its entirerity is as follows: Article 4 (1) The importation of carcass, meat, and/or offal of cow is stipulated on the basis of ministerial level Coordination Meeting which is coordinated by the Economic Coordinating Minister as advised by the Minister of Agriculture and/or relevant Ministers. (2) The result of the ministerial level Coordination Meeting as intended in paragraph (1) is then followed up by a Technical Coordination Meeting at the 1st echelon level between relevant ministries which are coordinated by the Coordinating Ministry for Economic Affairs to determine the RPP for each business. (3) The stipulation of RPP for each businesses as intended in paragraph (2) is conducted with the following consideration:

a. Capacity per semester based on warehouse capacity; b. Ability to realize importation of carcass, meat and/or offal of cows; c. Experience in conducting importation of carcass, meat and/or offal of cows; d. Consumption of cattle/buffaloes slaughtered locally and/or

consumption of carcass, meat and/or offal of cows produced by local RPH that have NKV; e. Own meat designated transportation; f. Having a business contract with the industry and/or hotels, restaurants, catering; g. In compliance with legislation on the importation of carcass, meat and/or offal of cows sector. c. Appending by inserting Article 4A which states the following: Article 4A (1) Discussions at a Ministerial level Coordination Meeting as intended in Article 4 paragraph (1) and first echelon level Technical Coordination Meeting between relevant ministries coordinated by the Coordinating Ministry for Economic Affairs as intended in Article 4 paragraph (2) dont apply to the importation of prime cut in chilled condition. (2) The importation of prime cut in chilled condition as intended in paragraph (1) must comply with the provision in Article 4 paragraph (3). (3) The importation of prime cut in chilled condition as intended in paragraph (1) is conducted through Soekarno-Hatta Airport in Jakarta, Ngurah Rai Airport in Denpasar, and Polonia Airport in Medan. d. Article 5 in its entirerity become as follows: Article 5 (1) RPP issuance as intended in Article 3 paragraph (1) has a validity period of 1 (one) year.

(2) The implementation of importation of Carcass, meat, offal, and/or derivates products stipulated in RPP as intended in paragraph (1) correspond with the following periodicity: a. Semester I from January - June 30; and b. Semester II from July December 31. e. Article 7 Attachment I and inserting Attachment IA, whereby in its entirerity states as following: Article 7 (1) Carcass, meat, offal, and/or derivates products that can be imported, as listed in Attachment I, are an integral part of this Ministerial Regulation. (2) Prime cut meat in chilled condition as intended in Article 4A as listed in Attachment IA are an integral part of this Ministerial Regulation. f. Article 26 thereby in its entirerity becomes as follow: Article 26 RPP application for carcass, meat, offal, and/or derivates products as intended in Article 5 is filed in October of the previous year. g. Appending a new Article by inserting Article 38A stating as follows: Article 38A (1) To fulfill the availability and stabilization of carcass, meat, offal, and/or derivates products prices the realization of importation can be expedited. (2) The expedition of importation realization as intended in paragraph (1) is determined by the Minister of Agriculture on the basis of decision of a ministerial level Coordination Meeting headed by the Economic Coordinating Minister.

Article 2 This regulation shall become effective on as of the day of enactment. For public cognizance, it is instructed to promulgate this Ministerial Regulation by publishing the same in the State Gazette of the Republic of Indonesia.
