It was worth reiterating here that these six types of custody are not exhaustive but are, rather, the usual setups or situations that we have observe. Also, we are not saying what type of custody is the most effective. Every marital situation should be assessed or evaluated based on merit. Whatever type you choose in your particular situation, it should satisfy these two diagnostic questions: (1) What type of custody would help my child attain his or her full potentials? (2) What type or setup will benefit him spiritually, socially and psychologically?

Nailed on the door of Misons office is a brass engraved with the name of Siegfred B. Mison, public servant. The workers of Mison were accommodating. They immediately provided the tracking record. The poor man returned to the office of David where he was instructed to proceed to the office of Intelligence boss Atty. Antonette Mangrobang where the order can be availed. At that instance, the poor man realized that his efforts of running the stairs and hallways can be avoided only if the employees at the office of David are true to public service. Davids office can be a one-way information desk to determine the whereabouts of orders. But instead of making a short cut instruction, the employees of David preferred sufferings for the poor man to sew the Immigration building for one day. Anyway, the poor man ran the stairs to the office of Mangrobang. At the office of Mangrobang, the poor man inquired, but he was left to wait outside an airconditioned office. After some ten (10) minutes, the poor man once more asked the staff of Mangrobang of when or where he can get the order lifting an HDO. The poor man was answered to inquire at the office of the legal department. Oh, my, why should the poor man be left to rot waiting in the hallway PAGE 7

Custody of Children
Letting go has never been easy, but holding on can be as difficult. Yet strength is measured not by holding on, but by letting go Custody of children is the most sensitive issue in cases involving dissolution or declaration of nullity of marriage. Not all mar-riages are blessed with material things but most marital unions are blessed with children. Culturally, children are regarded as blessings from above are rightly labeled or termed offsprings, issues or fruits of marriages. In the olden times, Filipinos were pre-judiced against childless couples. It was thought that the hands of God were heavy on barren wombs. During biblical times, it was considered a curse to the couple it they did not have any child at all. Having children is a matter of great importance for ancient people. Even in our folklore and tra-ditions, women do dance rituals in Obando, Bula-can to entreat the deity to give them children. So the question, who will keep the children after the marriage have been annulled? is understandably difficult. The ex-wife or mother would be persistent and the husband or the father would not easily give up his right to see and to take care of his children. The husbands ego is usually too big that he would even fight it through, and sometimes play dirty, in order to keep or share custody of the children. We once heard this apologetic statement from erring fathers I may be the worst hus-band but I am good father. In turn, an exwife would invoke her right to sole custody of the kids as the natural order of things and as prescribe d by laws. Hence, we often hear the wife say I am the mother and they all came from my womb I have the sole right to care for them. Sometimes, the mother wants sole cus-tody as leverage for financial support and as means to get back at her future exhusband. There are six major types of custody that couples may explore. These are not exhaustive but prevalent setups or situation usually prac-ticed by couples who went through the process of ending or declaring their marriage non-existing. These are: 1) Sole Custody- It is a type of custody where either the ex-wife or the exhusband has the complete and full custody of children. Only one of the former spouses exercises paren-tal rights and obli-gations; 2) Shared Custody- It is a type of custody where both ex-husband and ex-

Wanted: Immigration model employee

HUWAG kang tumawa! Gawin mo ang sinasabi ko! That order came from an irritated Immigration employee identified by his ID as Noel Tumandao. He seemed furious by the presence of a poor client by his window asking for information on where to get a copy of an order favoring a foreigner. That incident happened on June 13, 2013. The poor man was informed by his friend that there was already an order that lifted a Hold Departure Order (HDO) issued against a foreigner. To confirm the information, the man immediately went to the office of Immigration Commissioner Ricardo A. David Jr. where he asked for a copy of an order that lifted the HDO issued against a Chinese national. At the office of David, the man was instructed to get a tracking record from the legal department, which instruction he immediately followed. The man sewed the stairs from second floor to fourth floor where the legal office is located. When he inquired at the window of the legal

HUMAN CAPITAL
By Rex Umpatang Labor Code of the Philippines was enacted to protect the rights of working class particularly on the area of occupational safety and health, terms and conditions of work, discrimination, equal protection, decent workplace and others. Looking on the entire letters of the said code it would appear that it protects only those workers under the formal sectors. However, it is not absolute since, again, the law extends protection to the workers who are represented in a way of Trade UNIONS. By the latest statistics, 70% of labor force belongs to the informal sector. We all know very well that no law regulates system on how this sector are

Sometimes I would say the labor protection law is very much selective in a way that Informal sector is being neglected. Since the law concentrates to protect those under

office, a young man told him to just wait for an officer in charge of the tracking record. After waiting for some 15 minutes, the officer in charge by the name of Noel Tumandao arrived. Tumandao instructed the poor man to check with the office of Atty. Capulong, a four or five doors away. The poor man proceeded to the office of Atty. Capulong and he was accommodated by somebody who was called Bong(?). Bong cannot answer the poor mans queries. But in performing his duty as a public servant, he went out of his way to Tumandao and asked him for the tracking record. Yes, the tracking record was with Tumandao all the way but for reason only known to him, he wanted the poor man to suffer the pain of walking the stairs and hallways. When Tumandao provided the tracking record, the poor man went his stairway down to the office of David. At the office of David, the poor man was told to get his copy of the order at the office of Asst. Commissioner Siegfred B. Mison.

A c co r d i n g t o the estimated statistics, unionism is nearly coming on the b r in k of extinction and no la w h a s b e e n passed to save it. Should that happen, no workers are to be protected anymore. In t h a t se n se the prevailing law is n o w d r a ggi n g the working class into more vu lnerable situation.
