organizations; (b) on what written policy or operational rationale were each of these de-accessions based
on; (c) what are the details of ali the fonds and records on deposit with LAC that have been or are
currently und er discussion or negotiation for referral to (i) provincial or territorial archives, (ii) university
archives or libraries, (iii) regional or local archivai institutions or organizations; and (d) in every case the
LAC decided not to acquire archives or records being offered, what written policy or operational rationale
was provided to the do nor as the ba sis of this decision?

(a) (i} The archivai fonds "La Maison des tudiants canadiens Paris" is being de-accessioned by
Library and Archives Canada (LAC) and transferred to Bibliothque et archives nationales du
Qubec (BAnQ).
(ii} Sin ce January 1, 2011, there has been no de-accession of forids or records held in custody by
LAC to university archives.
(iii) The following 28 fonds were de-accessioned in 2011 by LAC and were transferred to the City of
Ottawa Archives.

(b) De-accessioning is done in accordance with LAC's Evaluation and Acquisition Policies, the
application of LAC's re-appraisal criteria, and in consideration of the suitability of the recipient
institution.

(c) For ali fonds and records on deposit, LACis unable to disclose the nature of discussions with a Third
Party without the written permission of the owners of the fonds or records, or the ir official designate
(refer to the Privacy Act: http://laws-lois.justice.gc.ca/PDF/P-21.pdf).
(d) LAC's decision to acquire archives or records offered is based on the LAC's Evaluation and
Acquisition Policy, using criteria including but not limited to the following: representativeness of
Canadian society; national significance; sufficiency in relation to LAC collections already acquired;
sustainability of the mate rial being offered and LAC's capa city to preserve it and make it accessible
to Canadians; and LAC being the most suitable institution to house the material. LAC applies this
policy in ali decisions pertaining to acquisitions. According to LAC's practices, potential donors are
then informed of the decision either verbally or in writing, or bath.

b) Les retraits d'inventaire sont faits en conformit avec l'ensemble des politiques d'valuation et
d'acquisition de BAC, l'application de critres tablis par BAC, ainsi qu'en tenant compte de la
capacit de l'institution destinataire.

c) Pour tous les fo'nds et les dossiers dtenus, BAC ne peut rvler la nature des discussions avec une
tierce partie sans l'autorisation crite des propritaires desdits fonds ou dossiers, ou de leurs
reprsentants officiels (voir la Loi sur la protection des renseignements personnels : http://laws-
lois.justice.gc.ca/PDF/P-21.pdf).
d) Toute dcision de la part de BAC quant l'acquisition d'archives ou de dossiers qui lui sont offerts
est base sur la politique d'valuation et d'acquisition de BAC, en utilisant entre autre les critres
suivants : la reprsentativit de la socit canadienne, l'importance l'chelle nationale, la
suffisance par rapport aux collections que BAC a dj sous sa garde, la durabilit des documents
offerts et la capacit de BAC les prserver et les rendre accessibles aux Canadiens, et la
question savoir si BAC est la meilleure institution pour accueillir ces documents. BAC applique
cette politique sur toutes les dcisions en matire d'acquisition. Conformment aux pratiques de
BAC, les donateurs potentiels sont informs de la dcision, verbalement ou par crit, ou les deux.
